Temporary extension of 30-Day reporting requirement due to VA-ONCE sunset

On February 24, 2023, at 8 p.m. ET, VA-ONCE will sunset and you will no longer be able to use the system. Enrollment Manager, the system replacing VA-ONCE, will be available for use starting March 6, 2023. During this sunset period, you will not be able to submit any information regarding student enrollment.
Veterans Benefits Administration (VBA) Education Service (EDU) recognizes that due to this sunset/go-live period, some schools may not be able to adhere to 38 CFR § 21.4203 which:
Requires each educational institution must report without delay information on enrollment, entrance, reentrance, change in the hours of credit or attendance, pursuit, interruption and termination of attendance of each Veteran or eligible person enrolled in an approved course.
More specifically, 38 CFR § 21.4203(d)(1) requires all interruptions, terminations and changes in hours or attendance to be reported to VA within 30 days of the date on which the change occurred.
Effective immediately upon the sunset of VA-ONCE through the availability of Enrollment Manager, EDU will consider the regulatory requirement in 38 CFR 21.4203(d)(1) regarding the 30-day limit to be satisfied so long as all enrollment certifications and changes in student status that would have been submitted from February 24 – March 06, are received by VA no later than May 1, 2023.
This additional time beyond the standard allows flexibility for the education and training institution due to the limited availability of Enrollment Manager during initial change over from VA-ONCE. While this extension expires on May 1, School Certifying Officials are encouraged to submit all certifications and changes as soon as possible to ensure prompt payment or to prevent undue overpayment of any student or trainee.
