Rollback of COVID Provisions
On June 1, 2022, COVID-19 legislation permitting students to receive the Monthly Housing Allowance (MHA) at the resident (in person) rate, while taking approved courses converted to online training due to COVID-19 will end.
If your institution is operating in an unapproved modality, due to the COVID-19 pandemic, you must return to the approved modality before COVID-19 provisions were effective. Returning to your approved modality must occur on or before June 2, 2022.
Note: Corrections will need to be made to all certifications previously submitted for terms:
- Spanning June 1, 2022, and
- Containing the remark "COVID-19 Residence Courses Taken Online"

Section 1018 and the REMOTE Act
Section 1018, establishing 38 U.S.C. § 3679(f), requires educational institutions to provide students with certain financial information and other requirements. VA provided an overview of the requirements of section 3679(f) in an email dated July 13, 2021 (here). Schools must comply with the requirements to qualify for GI Bill funds. The REMOTE Act delayed the effective date of this section until 2022. This section goes into effect on June 15, 2022 and applies to educational institutions beginning August 1, 2022.
The REMOTE Act affords the opportunity for schools to use the College Financing Plan available through the Department of Education as a means to satisfy the requirements of section 3679(f). An Educational Training Institution that utilizes this form is providing sufficient consumer information, will be exempt from all section 3679(f) requirements, and does not need to apply for a waiver. An Educational Training Institution does not need to be participating in title IV Federal Student Aid to utilize the CFP to satisfy the requirements of section 3679(f).
Where can I find more information?
For specific questions on how this impacts your school, please contact your Education Liaison Representative.

Reporting of Post-9/11 GI Bill® Vacation Days
Here are some guidelines for reporting vacation days:
- Only vacation periods of 7 calendar days or greater should be reported.
- The period must be identified as a holiday period in your approved catalog.
- This typically means no class sessions for at least a Monday through the following Friday. Only consecutive vacation days can be reported and should be reflected as a date range, not as a total number of days.
