Remembering Arthur J. Libertucci
TTB is deeply saddened to report that Arthur J. Libertucci, TTB’s first Administrator, passed away on December 24, 2025.
Art was appointed TTB’s first Administrator following its establishment under the Homeland Security Act of 2002. In roughly 60 days after its enactment, Art ensured that this new Bureau was fully staffed and operating separately from its predecessor, the Bureau of Alcohol, Tobacco and Firearms (ATF), by the January 23, 2003, statutory effective date.
Speaking from his new position of TTB Administrator, Art was quoted as stating that, “As we make this organizational change, our commitment to serving the regulated industries will remain fair and professional and will be one of continued accomplishment.” Through his leadership and careful appointments, Art ensured that this promise would not only materialize but would endure.
Art retired in 2005 after 35 years of federal service. Prior to TTB, he served as the ATF Assistant Director, Office of Alcohol and Tobacco, and various other executive leadership positions. In 1970, he began his federal career as an Inspector in the Alcohol and Tobacco Tax Division of the Internal Revenue Service, before ATF was established. Following his retirement, Art continued to share his expertise as an independent consultant, advising the alcohol and tobacco industries on regulatory compliance issues, including providing consulting services for Wine Institute for many years. Art graduated from Providence College with a Bachelor of Arts degree and earned a Master of Business Administration in Business Management from Monmouth University.
TTB will always remember Art with the greatest affection and respect for his integrity and commitment to public service. Through his leadership, he set a tone of excellence, fairness, and professionalism that is an enduring legacy in the character of the Bureau. We extend our deepest condolences to his wife, Linda, his daughters, Audra and Linda, and his grandchildren.
