Frequently Asked Question: Can I Add a Website or QR Code to My Label Without Applying for a New COLA?
 Allowable revisions to approved labels continue to be key area of interest for industry members. Many industry members have recently asked whether they can add their website or a quick-response (QR) code to a product label covered under an existing Certificate of Label Approval (COLA) without applying for a new COLA.
Good news! You do not need a new COLA if you are adding a website or QR code and not making other changes that would otherwise require a new COLA. In the list of TTB allowable revisions to approved labels found on TTB Form 5100.31, a COLA holder may:
- add, delete, or change UPC barcodes and/or 2D mobile barcodes such as QR codes (no. 23)
- add, delete, or change a website address, phone number, fax number, or ZIP code (no. 24)
These allowable revisions apply to labels for wine, distilled spirits, and malt beverages. Just remember, website links and QR codes are considered advertisements and must comply with TTB’s advertising regulations, including those concerning prohibited practices or statements.
