Call for Participants: TTB Tax Simplification Pilot Program Open to Brewers!
We are moving forward with our Tax Simplification initiative – and we need volunteers to test new streamlined tax forms for brewers to help us make filing easier!
What is the pilot program?
Pilot participants will prepare and submit the pilot form(s) instead of the Excise Tax Return (TTB Form 5000.24) and the Brewer’s Report of Operations (TTB Forms 5130.9 or 5130.26).
Check out Industry Circular 2025-1 for details on the alternate procedure for brewers to submit excise tax returns and operational reports under the Tax Simplification Pilot Program.
Why should I participate?
Cut down on your filing time. We designed the pilot forms to simplify and synchronize the brewery return and report filing process – saving pilot participants time completing the form and reducing the number of filings.
Make your voice heard. Feedback from pilot participants on their use of the pilot forms and the form instructions will be used to guide improvements before we finalize the changes. Participants can provide feedback at any time through the Tax Simplification Contact Us page.
Who can participate?
Brewers who hold a TTB-approved Brewer’s Notice and who pay their Federal excise taxes on beer to TTB on a semi-monthly, quarterly, or annual basis are eligible to participate. Brewers under direction to prepay their taxes under 27 CFR 25.173 are not eligible.

SUMMARY: This notice informs the public of the sanitary and phytosanitary (SPS) standard-setting activities of the Codex Alimentarius (Codex), in accordance with section 491 of the Trade Agreements Act of 1979, as amended, and the Uruguay Round Agreements Act. This notice also provides a list of other standard-setting activities of Codex, including commodity standards, guidelines, codes of practice, and revised texts. This notice, which covers Codex activities during periods of June 1, 2024 to May 31, 2025 and June 1, 2025 to May 31, 2026, seeks comments on standards under consideration and recommendations for new standards.

Tobacco Grading and Inspections Services – Rescission of Designed Tobacco Markets

ACTION: Final Rule
SUMMARY: This action removes and reserves subpart D, titled ‘‘Orders of Designation of Tobacco Markets’’ from the Code of Federal Regulations (CFR). The regulations subpart D are obsolete and unnecessary because The Fair and Equitable Tobacco Reform Act of 2004 eliminated mandatory grading of types of tobacco eligible for price support programs and a referendum of eligible producers voted in favor of terminating the designations for tobacco auction markets in June of 2005.
DATES: The final rule is effective July 21, 2025.
Tobacco Grading and Inspections Services – Rescission of Obsolete Import Grading and Pesticide Testing Provisions

ACTION: Direct Final Rule
SUMMARY: This direct final rule amends regulations that govern the mandatory inspection and pesticide testing for imported tobacco established under The Tobacco Adjustment Act of 1983. The Fair and Equitable Tobacco Reform Act of 2004 eliminated mandatory inspection and pesticide testing for imported tobacco. In alignment with Executive Order 14192, AMS is amending and, where appropriate, removing regulations that have expired authorizing statutes or govern non-operational programs.
DATES: This direct final rule is effective July 28, 2025, without further action or notice, unless a significant adverse comment is received by June 27, 2025. If a significant adverse comment is received, AMS will publish in the Federal Register a withdrawal of this direct final rule prior to the effective date.
