TTB Enhances Security of Zix Secure Email Message Center

Note: If you do not currently use the Zix Secure Email Message Center, please disregard.
Starting December 29, 2023, we are adding one of the most common types of system security to Zix: the one-time verification code. In other words, rather than simply asking for a username and password, the new login will require a second factor, the one-time verification code, to confirm your identity.

Who will be impacted by this change?
Many of you will not notice this change due to your email provider supporting transparent email encryption. However, there are several email providers that do not support it and you will be affected by this change. Below is a list of email providers we are aware of that do not support transparent email encryption:

Why is TTB making this change?
For many years, the standard combination of a username and password has been considered a reasonably secure way to verify your identity and limit account access to authorized users. While important, usernames and passwords are vulnerable to cyber-attacks and can be stolen by third parties. As cyber threats become more and more difficult to thwart, multiple security layers are key to protecting online systems and applications.
Additionally, the President’s Executive Order (EO) 14028 on Improving the Nation’s Cybersecurity requires all federal government agencies to employ and fully adopt multi-factor authentication (MFA).
Requiring the one-time verification code (a type of MFA) as an additional login measure for Zix meets that requirement and is a good practice for enhancing system security.

TTB Personnel Changes
Effective December 31, 2023, Carrie May, will rotate to the role of Assistant Administrator, Office of Permitting and Taxation, and Anthony Gledhill, will rotate to the role of Assistant Administrator, Office of Field Operations.

Since becoming Assistant Administrator for Field Operations in March 2021, Carrie has provided executive leadership both within Field Operations and across the Bureau. Carrie has also furthered the partnership between Field Operations and Permitting and Taxation to drive increased tax compliance, and she will continue to lead TTB’s tax simplification initiative in her new position. Previously, Carrie served in TTB’s Office of the Chief Counsel, most recently as Assistant Chief Counsel, Field Operations. Carrie’s unique perspective and experiences from her roles within Field Operations and the Office of the Chief Counsel make her an outstanding selection to lead the Office of Permitting and Taxation.

Prior to beginning his current position in February 2022 as the Assistant Administrator for Permitting and Taxation, Anthony served as the Assistant Chief Counsel for Field Operations from 2008 until 2013, when he was appointed as TTB Chief Counsel. Through all of these roles, as well as during his preceding positions at the Bureau of Alcohol, Tobacco, Firearms and Explosives and TTB, Anthony has developed in-depth expertise in all aspects of TTB’s enforcement programs as well as across TTB programs generally. With this combination of knowledge and experience, Anthony is positioned to excel as the Assistant Administrator for Field Operations.

ACTION: Request for comments and notice of public hearing
SUMMARY: Each year, the Office of the United States Trade Representative (USTR) conducts a review to identify countries that deny adequate and effective protection of intellectual property (IP) rights or deny fair and equitable market access to U.S. persons who rely on IP protection. Based on this review, the U.S. Trade Representative determines which, if any, of these countries to identify as Priority Foreign Countries. USTR requests written comments that identify acts, policies or practices that may form the basis of a country’s identification as a Priority Foreign Country or placement on the Priority Watch List or Watch List.
DATES: January 30, 2024 at 11:59 p.m. EST: Deadline for submission of written comments, hearing statements, and notices of intent to appear at the hearing from the public.
February 13, 2024 at 11:59 p.m. EST: Deadline for submission of written comments, hearing statements, and notices of intent to appear at the hearing from foreign governments.
February 21, 2024: The Special 301 Subcommittee will hold a public hearing at the Office of the United State Trade Representative, 1724 F Street NW, Rooms 1&2, Washington, DC. If necessary, the hearing may continue on the next business day. Those who intend to testify at the public hearing must submit a notice of intent to appear by the deadlines stated above. Please consult the USTR website at https:// ustr.gov/issue-areas/intellectual-property/Special-301 for confirmation of the date and location and the schedule of witnesses.
February 28, 2024 at 11:59 p.m. EST: Deadline for submission of post-hearing written comments from persons who testified at the public hearing.
On or about April 26, 2024: USTR will publish the 2024 Special 301 Report within 30 days of the publication of the National Trade Estimate Report.
