Cinsault Grape Variety Name Approved
We recently granted administrative approval for the use of the grape variety name Cinsault as a type designation on American wine labels.
Wine bottlers may use this name, as well as other names granted administrative approval, to label American wines pending the results of a rulemaking to revise the list of grape variety names approved for use in designating American wines at 27 CFR 4.91.
TTB Requests Comments on 6 Existing Information Collections and New Pilot Test Collection
As required by the Paperwork Reduction Act of 1995, we recently published a notice requesting public comments on six existing information collections, (forms and recordkeeping requirements), and on one new information collection related to our upcoming Combined Alcohol Excise Tax Return and Simplified Operations Report Pilot Test. TTB will include or summarize any submitted comments in our request for Office of Management and Budget (OMB) approval of the relevant information collection. All comments are part of the public record and subject to disclosure. To comment electronically, use the comment form posted with this notice in Docket No. 2023–0005 on the Regulations.gov website. TTB Announces Selection of New Director of Alcohol Labeling and Formulation Division
We are pleased to announce that Andrew Malone has been selected asthe new Director of the Alcohol Labeling and Formulation Division (ALFD). Andrew began his career in federal service with the Department of Agriculture, writing regulations to address plant and animal health issues like avian influenza. During detail assignments, he served as acting chief of staff for the chief veterinarian of the United States and helped to develop and implement the electronic rulemaking system now in use across the federal government.
Andrew joined TTB’s Regulations and Rulings Division as the Public Guidance Program Manager in April 2014, facilitating the clearance of public guidance while making it as readable and comprehensible as possible. Subsequently, he added the Federal Alcohol Administration Act program to his duties, addressing health-related statements and trade practice issues.
In October 2017, he joined ALFD as the Assistant Director for the Wine Labeling Branch, and in June 2021, he became ALFD’s Deputy Director. During his time with ALFD, Andrew has made major contributions towards simultaneously decreasing the time to review label applications and reducing their error rate, as well as developing internal documentation to improve review consistency. He has been a key participant in the recruitment, hiring, and training of new employees, and he has conducted data analysis to improve the operations of the division. His wide-ranging experience and record of success position him well to lead ALFD into the future.
Andrew is a summa cum laude graduate of the University of Maryland.
TTB Announces Selection of New Field Operations District Director
We are pleased to announce the selection of a new District Director in our Trade Investigations Division. Alison Graham has been promoted to the position of District Director, TID Northeast District effective March 26, 2023. Alison has been an investigator in the Western II District since 2018. Prior to joining TTB, she worked as a special agent and an investigator for the Department of Labor.
Treasury Department Announces Belarus Sanctions Rules - Includes Tobacco Sector

The Department of the Treasury’s Office of Foreign Assets Control (OFAC) is adopting a final rule amending and reissuing the Belarus Sanctions Regulations to implement an August 9, 2021 Belarus-related Executive order and incorporate a directive regarding sovereign debt issued pursuant to the August 9, 2021 Belarus-related Executive order. This rule also updates and adds new definitions, updates and adds general licenses, and updates interpretative guidance, among other changes. These sanctions include specific references to the Belarussian tobacco products industry.
DATES: This rule is effective March 27, 2023.
