Announcing TTB Retirements
Alcohol Labeling and Formulation Division Director Retiring
After a long and successful career of federal service, Gracie Joy, the director of the Alcohol Labeling and Formulation Division (ALFD), is retiring, effective January 2, 2023.
Gracie began her federal career at the U.S. Department of Agriculture, joining TTB in 2006. As the Director of ALFD, Gracie led several efforts to improve ALFD's service to industry members, including dramatically reducing the review time for label and formula applications and implementing the Technical Information Center, helping to focus on providing better customer service for phone and email inquiries.
In 2019, Gracie's efforts received the Gears of Government Award. The prestigious award, sponsored by the Office of Management and Budget and General Services Administration, recognizes individuals and teams across the federal workforce who exemplify the hard work and innovation essential for improving mission results, customer service, and accountable stewardship.
Andrew Malone, ALFD's Deputy Director, will be the acting Director until we backfill Gracie's position permanently.
Information Resources Assistant Administrator and Chief Information Officer Retiring
After 41 years of dedicated U.S. Navy and federal government service, Bob Hughes is also retiring! His last day will be December 31.
As TTB's Information Resources Assistant Administrator and Chief Information Officer, Bob oversaw the development, operation, and maintenance of all TTB information technology systems. He joined TTB in May 2003, and established TTB's IT program. Prior to TTB, Bob served as ATF's Information Systems Division Chief and Deputy Chief Information Officer. In all, he has supervised the development, operation, and maintenance of all Bureau information technology systems for the past 19 years!
Bob leaves behind a very strong IT program and an excellent staff that will continue to support all IT aspects of the TTB mission.
Greg Greeley, Deputy Chief Information Office, will be the acting Chief Information Officer.
We thank Gracie and Bob for their years of dedicated service. We wish both all the best in their retirement!

ACTION: Request for comments and notice of public hearing
SUMMARY: Each year, the Office of the United States Trade Representative (USTR) conducts a review to identify countries that deny adequate and effective protection of intellectual property (IP) rights or deny fair and equitable market access to U.S. persons who rely on IP protection. Based on this review, the U.S. Trade Representative determines which, if any, of these countries to identify as Priority Foreign Countries. USTR requests written comments that identify acts, policies, or practices that may form the basis of a country’s identification as a Priority Foreign Country or placement on the Priority Watch List or Watch List.
DATES: January 30, 2023, at 11:59 p.m. EST: Deadline for submission of written comments from the public.
February 13, 2023, at 11:59 p.m. EST: Deadline for submission of written comments from foreign governments.
February 22, 2023: Deadline for the Special 301 Subcommittee of the Trade Policy Staff Committee (Subcommittee) to pose questions on written comments.
March 7, 2023, at 11:59 p.m. EST: Deadline for submission of commenters’ responses to questions from the Subcommittee.
On or about April 28, 2023: USTR will publish the 2023 Special 301 Report within 30 days of the publication of the National Trade Estimate Report.
