Deputy Administrator David Wulf Speaks at Beer Institute Event
TTB Deputy Administrator David Wulf spoke at the Beer Institute’s Annual Meeting, held earlier this week in Washington, D.C.
During the meeting, Wulf had the opportunity to chat with Mary Jane Saunders, Beer Institute VP and General Counsel, about TTB’s recent accomplishments during the global pandemic, as well as a few challenges that may be looming, including TTB taking over some of the excise tax administration on imported wine, beer, and spirits from Customs and Border Patrol.
Wulf appreciated the in-person format of the session and the opportunity to engage with Saunders and attendees face-to-face, allowing him to expand TTB’s understanding of industry issues, as well as communicate our goals and priorities.

TTB Hand Sanitizer Guidance Expiration Date Extended
Due to the continuation of the Food and Drug Administration’s temporary guidance related to the manufacture of hand sanitizer and denatured alcohol for use in hand sanitizer, we are extending the authorizations provided in TTB G 2020-1C through December 31, 2021.
We will continue to monitor the circumstances to determine whether other extensions or modifications to this guidance are warranted in the future. We may modify or discontinue this guidance prior to December 31, 2021 if FDA discontinues its guidance prior to that date.
Tobacco Executive Pleads Guilty to Conspiracy to Evade Federal Excise Taxes on Cigars
 On Thursday, September 23, 2021, Akrum Alrahib, 43, of Los Angeles, California, pled guilty to one count of conspiracy to defraud the United States. As part of his guilty plea, Alrahib, President of Trendsettah USA, Inc., admitted that he participated in a fraudulent scheme to avoid the payment of millions of dollars in excise taxes on imported tobacco products.
