Update to OFAC's list of Specially Designated Nationals (SDN) and Blocked Persons

The President has signed a new Executive Order Blocking Property with Respect to Certain Russian Energy Export Pipelines.  OFAC has issued Russia-related General License 1A and related FAQ 921.  It has also updated FAQ 894.  OFAC has also published FAQ 919 and FAQ 920 that are related to today's Non-Proliferation Designations Updates.
