Earlier this week, the South Carolina Department of Veterans’ Affairs (SCDVA) was honored to stand alongside Governor Henry McMaster during the ceremonial signing of House Bill 3862, a landmark piece of legislation granting public charter schools the ability to prioritize enrollment for children of active-duty military families.
This new law, which officially took effect on May 19, 2025, represents years of advocacy, collaboration, and dedication among South Carolina’s education and military communities. SCDVA staff worked closely with the South Carolina Public Charter School District since the inception of the bill—supporting wherever possible throughout the legislative process and proudly attending the ceremonial signing.
Among those who helped bring this initiative to life was Missy Clampitt, a military spouse, mother of two, and former Military Child Education Coalition Community Coordinator in Beaufort. Despite her husband’s deployment at the time, Mrs. Clampitt made the trip from Beaufort to Columbia—twice—to testify in support of the bill, once during a powerful storm.

At the signing, SCDVA joined representatives from the South Carolina Public Charter School District, Liberty STEAM Charter: A School of Inquiry, Innovation, & Impact, their Dandelion Scholars, and Palmetto Scholars Academy to celebrate this milestone achievement.

From now until November 21st, the South Carolina Department of Veterans’ Affairs (SCDVA) and Harvest Hope Food Bank are once again joining forces for the 4th Annual Thanksgiving Food Drive — a statewide initiative to combat hunger and support Veterans, families, and South Carolina residents affected by the ongoing government shutdown.
This year’s campaign is especially critical, aiming to help replenish daily food supplies and ensure those in need have access to nutritious meals throughout the holiday season. Donations of non-perishable food items are being accepted at designated drop-off locations across the state.
Supporters can also make a monetary contribution or purchase food online through Harvest Hope’s virtual shopping cart.

Throughout the month of November, communities across South Carolina are coming together to honor and celebrate the service and sacrifice of our nation’s heroes. From parades and ceremonies to resource fairs and special recognitions, there are countless opportunities to show your support and connect with the Veteran community.

In August, Congressman Russell Fry hosted a Veteran Resource & Appreciation Event in Myrtle Beach, bringing together Veterans, community partners, and local organizations for a day of connection and gratitude.
During the event, SCDVA’s Palmetto Pathfinders were on-site to share vital information and assist Veterans seeking support. Among those who connected with the Pathfinders was Vietnam Veteran Alan Green, who was later paired with his own Pathfinder, Ed Dennis. Working alongside Andy Quattlebaum of the Blackwell Family Foundation—one of SCDVA’s proud coalition partners—the team worked diligently to connect Mr. Green with the resources and recognition he earned through his service.
Through their collective efforts, Mr. Green, along with fellow Veterans William Warren (U.S. Air Force) and Irving “Jack” Craig (U.S. Army Air Corps), received the Centennial Veterans Award from Congressman Fry’s office. The heartfelt presentation was supported by representatives from multiple VFW posts, with catering generously provided by the Blackwell Family Foundation.
Sadly, Alan Green passed away earlier this week, following his recognition from Congressman Fry. He was also scheduled to receive an additional award from Governor Henry McMaster in the coming weeks.

This month, we spotlight Major (Ret.) James Munford, a U.S. Air Force Veteran, educator, and community leader. Originally from Philadelphia, Major Munford dedicated 20 years of military service before continuing his commitment to service through education and civic engagement in South Carolina.
As Founder and Director of Knowledge for College, a nonprofit organization, he helps at-risk students gain access to tutoring, mentorship, and college readiness opportunities while supporting Veteran families through community outreach and food assistance programs.
