Mr. LeBlanc was appointed to this position by the Charleston County Legislative Delegation in 2017. He served our country for 29 years, retiring as a Navy Captain having served in a variety of both active and reserve leadership, operational and staff positions.

Melody Popovich
Charleston County Deputy Director of Veterans' Affairs
Mrs. Popovich began her employment with Charleston County as a Veterans Service Officer. In October 2019 she was promoted to Deputy Director. She was raised in the Charleston area in a Navy family and is married to a retired Navy Chief.

Anne Owen
Charleston County Veterans' Service Officer
Mrs. Owen began her employment with Charleston County in 2019 as a Veterans Service Officer. Prior to that she traveled the world for 30 years as the spouse of an Air Force Senior Enlisted finding employment in numerous Family Support Centers. She has completed both a Bachelors of Social Work (BSW) from Winona State University and a Masters of Social Work (MSW) from the Worden School of Social Services at Our Lady of the Lake University.

Ms. Thomas began her employment with Charleston County in 2019 as a Veterans Service Officer. She has a Bachelor of Arts in Psychology with a minor in Communication from the College of Charleston. She is a Veteran of the California National Guard.

Charleston County Administrative Assistant
Ms. Tillman began her employment with Charleston County in 2014. Prior to joining the Veterans Affairs Office she was employed for nearly 25 years with Piggly Wiggly Carolina.
