Gulf Coast Ecosystem Restoration Council Request for Public Comment on Proposed Funding Approvals
The Gulf Coast Ecosystem Restoration Council (Council) is seeking public comment on funding proposals for two ecosystem restoration activities located in Texas under Funded Priorities List (FPL) 3b. Specifically, the Council is planning to vote on whether to approve the following:
Proposed FPL 3b Amendment for Texas Shoreline Protection Through Living Shorelines Program
- $5,759,851 in implementation funding for the Indian Point Causeway Shoreline Protection project. (These funds would come from reallocation of a portion of the implementation funds previously approved for the Dagger Point Stabilization project.)
Proposed FPL3b Amendment for the Texas Chenier Plain Ecosystem Restoration Program
- $6,000,000 in implementation funding for the Chenier Plains Beneficial Use of Dredge Material for Habitat Restoration Project at Bessie Heights.
These proposed funding approvals are independent of each other; the Council may vote to approve neither, one, or both of the proposed amendments listed above. Background on these proposed approvals is provided below. Before voting on whether to approve funding, the Council is publishing these proposed FPL amendments for a 30-day public comment period beginning on April 23, 2026 and concluding at 11:59 pm (CST) on May 26, 2026.
