Mr. Royal was recently charged criminally for making repeated violent threats in writing to a USPTO contractor.
Mr. Royal has an extensive history of threatening and harassing a number of USPTO employees and DOC senior officials, including death threats, beginning in 2014 and continuing until his arrest in July 2025. Mr. Royal had been held in custody since his arrest. Mr. Royal is expected to be released from custody tomorrow morning, February 6, in Arlington, Va.
Effective immediately, the Alexandria Campus is implementing additional security enhancements, protocols, and patrols. As such:
- Employees who report to the Alexandria Campus and who have a telework agreement must telework on Friday, February 6, 2026, while we implement these updates. These telework hours do not count against the situational bank. Please take your laptops home.
- Employees without a situational telework agreement will be granted administrative leave for their normal work hours. Please contact your supervisor with any questions.
Any USPTO employees on premises should be on alert in the event Mr. Royal appears on or near the Alexandria Campus. Also, effective immediately, government PIV badges must be visibly worn at all times while in any USPTO facility.
If you see or come in contact with Mr. Royal, DO NOT engage in any manner. Instead:
- Immediately call 911, or
- Immediately contact the Security Command Center:
- by calling 571-272-7800,
- by pressing a Blue Light/Call Box located throughout the East Garage, or
- notify the nearest Security Officer.
