 Dear Agency Heads, CHCOs, Deputy CHCOs, and Human Resources Directors:
Today the U.S. Office of Personnel Management's (OPM) Improving Performance, Accountability and Responsiveness in the Civil Service Final Rule was posted for public inspection and will become effective on Monday, March 9, 2026; however, agencies have until Wednesday, April 8, 2026 (30 days after the effective date), to issue internal policies consistent with the new laws and regulations.
To assist agencies with planning and implementation, today OPM issued a related memorandum titled, "Initial Implementing Guidance for Schedule Policy/Career Final Rule (Improving Performance, Accountability and Responsiveness in the Civil Service)," which provides important guidance to Federal agencies implementing OPM’s Final Rule including the following appendices:
