 Dear CHCOs, Deputy CHCOs, and HR Directors,
Today the U.S. Office of Personnel Management (OPM) issued a memorandum titled, "New Governmentwide Supervisory Training," to announce the launch of OPM's “Performance Management for Supervisors” training. Additionally, within the Performance Management Toolkit, OPM is providing the Sharable Content Object Reference Model (SCORM) files, which will allow agencies to place the training within their Learning Management Systems (LMS).
This is mandatory training per OPM's June 17, 2025 Performance Management Guidance Memorandum, which states, "Beginning with the Fiscal Year 2026 cycle, supervisors will also be required to successfully complete a supervisory course on this guidance along with skills typically found in new supervisor training such as employee recognition and awards, hiring/firing, performance management (including drafting effective performance goals, elements and standards), and discipline. OPM shall provide supervisory training to help agencies meet this requirement."
Supervisors lead the way in building a high-performing culture. This training serves to equip supervisors with the tools needed to effectively assess individual performance and recognize top performers who contribute to agency goals. The course focuses on writing clear performance plans with measurable standards, effective monitoring and developing, which builds a habit of ongoing supervisor feedback and coaching, and the importance of strengthening the rigor and consistency of performance ratings to reflect meaningful distinctions in outcomes and recognizing true excellence while preserving the integrity of “Fully Successful” as a strong and commendable level of achievement.
At the end of the training, supervisors will be ready to set clear expectations, deliver quality feedback, document fairly, reward excellence, and take timely action when needed—all while building an engaged, high-performing team through transparency, accountability, and collaboration.
Agencies should announce this new training requirement and the February 9, 2026, completion deadline to all supervisors no later than December 17, 2025.
