 Dear Chief Human Capital Officers & Deputy Chief Human Capital Officers,
On March 27, 2025, President Trump signed Executive Order 14251 titled, “Exclusions from Federal Labor-Management Programs.” That same day, OPM released guidance to federal agencies titled, "Guidance on Executive Order Exclusions from Federal Labor-Management Programs." On August 28, 2025, President Trump also signed Executive Order 14343 titled, "Further Exclusions from Labor Management Relations Program." OPM is updating its March 27, 2025 guidance to reflect that Executive Order 14343 applies to that memorandum.
