On June 17, 2025, OPM issued a memorandum titled, "Performance Management for Federal Employees," which included the new required supervisory critical element “Holding Employees Accountable”. To fully support agencies in implementing this new requirement, OPM has updated Appendix 2 to include performance standards for all levels of performance pertaining to the critical element. While agencies may add to the performance standards, they may not modify the standards in any form. Performance standards for levels 3 and 5 are mandatory; however, agencies may also include the standards for levels 1, 2, and/or 4.
Agencies are reminded of the reporting requirements due to OPM no later than July 31, 2025. For additional information and support, agency headquarters-level human resources policy offices may contact the OPM team at the email address below:
Component-level human resources offices must contact their agency headquarters for assistance. Employees must contact their agency human resources offices for further information.
