 Greetings,
On June 17, 2025, Office of Personnel Management Acting Director, Charles Ezell, released a memorandum, Performance Management for Federal Employees. The new policy guidance will impact non-SES/SP plans for FY26, but the immediate focus is on the requirement to add a new supervisory element to all FY25 performance plans no later than July 17, 2025.
USA Performance remains committed to collaborating with our partners to promptly update performance plans in accordance with the latest Executive Orders and OPM guidelines.
What We Know:
- All non-SES/SP Supervisor plans will soon require the inclusion of a new critical performance element for 2025 performance plans.
- This element includes performance standards at both Level 3 and Level 5. We recognize some agencies have Summary Rating Patterns that do not currently include the level 5.
Next Steps for USA Performance:
- Our technical team is actively researching efficient and minimally disruptive solutions to alleviate as much burden as possible for our agency partners.
- Our Account Managers are currently adding the new critical element in your top “Agency” level element library for cascading and insertion into applicable templates for plan population.
- Our Strategic Communications Specialist will continue to send updates. As more information becomes available, we will provide a draft message which you can use to inform your impacted workforce of plan changes.
Next Steps for you, our Agency Partners:
- In the interim, we kindly ask that you refrain from editing supervisory plans or supervisory templates in USA Performance until we can provide further instructions and guidance.
- We highly recommend reviewing the Performance Management for Federal Employees memo, and keeping your users informed of anticipated changes to performance plans.
