 Good morning,
Today, OPM and OMB issued a joint memorandum titled, "Guidance on Agency RIF and Reorganization Plans Requested by Implementing The President’s “Department of Government Efficiency” Workforce Optimization Initiative," which includes the following agency deadlines:
- Agency RIF and Reorganization Plans (ARRP) Phase 1 Plans, including identification of Competitive Areas and Levels, to OMB and OPM for review and approval no later than March 13, 2025
- ARRP Phase 2 Plans to OMB and OPM for review and approval no later than April 14, 2025
- Monthly progress reports to OMB and OPM on May 14, 2025, June 16, 2025, and July 16, 2025
All plans and reports requested by this memorandum should be submitted to both OPM at tracking@opm.gov and OMB at workforce@omb.eop.gov.
Agency headquarters-level human resources offices may email tracking@opm.gov if they have any follow up questions. Component-level human resources offices must contact their agency headquarters for assistance. Employees must contact their human resources offices for further information.
