The U.S. Office of Personnel Management (OPM) issued the memorandum entitled “Guidance on Presidential Memorandum Return to In-Person Work” (Memo) on Wednesday, January 22, 2025. The Memo explained that due to President Trump’s Presidential Memorandum (PM) entitled “Return to In-Person Work”, agencies should take a series of steps to return federal employees to the office to comply with the PM.  

No later than COB on Friday, January 24, 2025, agencies must send OPM their certification of completion of the required steps in the Memo and the date when their revised telework policy will be in full compliance with the PM and Memo.  Please send your agency certification, projected date of full compliance with the PM and Memo, and any other required information from the Memo to tracking@opm.gov.  

OPM is also providing this email to clarify that— 

• The memo covers both remote workers and teleworkers.   

• Telework can be provided for weather-related emergencies, office closures, and other situations where telework serves a compelling agency need. 

• Agency heads and employee supervisors are only required to certify telework for “other compelling reasons” for an employee not working full time at the duty station. No such certification is required for an employee disability or qualifying medical condition outside of their agency’s reasonable accommodation procedures.
