On April 13, 2023, the Office of Management and Budget (OMB) released M-23-15 Measuring, Monitoring, and Improving Organizational Health and Organizational Performance in the Context of Evolving Agency Work Environments. This memorandum outlines steps for agencies to take to improve organizational health and organizational performance. In support of this memorandum, the U.S. Office of Personnel Management (OPM) in partnership with OMB, is providing Heads of Agencies, Chief Human Capital Officers (CHCOs) and Performance Improvement Officers (PIOs) the following tools to support the implementation of these requirements pertinent to Organizational Health and Performance.

Key Drivers of Organizational Health and Performance: Factors that Impact Results Report: This supports CHCOs, PIOs and agencies to achieve organizational health and action initiatives through the use of OPM Federal Employee Viewpoint Survey (FEVS) data. The report provides recommended steps for action using key drivers to impact results.

Organizational Health Tool: The Measures Exploration Tool helps agency leaders, evaluators, and data owners design their own indicators of success. Many factors combine to drive organizational success, with work environment, health, and performance factors interacting in a layered way. Leaders are encouraged to use this tool to develop a more holistic approach to tracking success.

Dashboards: OPM has provided agencies with multiple dashboards on OPM’s Data Portal and the HR Insights Platform to assist in data analysis in support of Organizational Health and Performance. These dashboards include time to hire, FEVS, Cyber Workforce, and Hiring Manager Satisfaction, with more dashboards under development.
Using these resources to further organizational goals and priorities will contribute to a strengthened federal workforce well-equipped to meet the needs of the Federal Government and the American public in the years to come. We look forward to hearing about how you use these resources to enhance your Agency’s Organizational Health and Performance and hope they will also serve to support broader agency strategic plan and performance frameworks.
