Recently OPM's Office of Workforce Policy and Innovation's Hiring Experience Group issued Guidance to Support Cross-Government Applicant Sharing. This guidance describes various instances of when and how agencies may share applicant resumes and other applicant materials with each other. OPM encourages agencies to adopt these practices whenever possible.
