Title VI Joint Guidance Letter - Protecting Parents, Prospective Parents and Children from Race, Color and National Origin Discrimination and Americans with Disabilities Act and Section 504 of the Rehabilitation Act Joint Guidance Letter - Protecting the Rights of Parents and Prospective Parents with Disabilities. On October 19, 2016, OCR, ACF and DOJ issued a joint guidance letter to state and local child welfare systems on the requirements of Title VI of the Civil Rights Act of 1964. Title VI prohibits discrimination on the basis of race, color and national origin in federally funded programs. The Title VI guidance highlights the clear need for frank discussion about how child welfare policies and implicit bias affect communities of color.
