The U.S. National Science Foundation (NSF) is pleased to welcome public comments on the draft NSF Guidance on Financial Assistance (GFA), which will replace the current Proposal and Award Policies and Procedures Guide (PAPPG). NSF has published a notice in the Federal Register seeking comment on the Draft GFA via Regulations.gov.
The draft GFA reflects NSF's efforts to update and reorganize its financial assistance policies and procedures to enhance clarity, accessibility, and usability for the research community. Key aspects of this revision include:
- Incorporating plain language principles where possible throughout the document;
- clarifying existing policies and procedures;
- separating policies from procedures to improve navigation;
- removing content that is no longer applicable;
- incorporating statutory, regulatory, Executive Order, and other policy-related updates; and
- directing users, where practicable, to originating statutes, regulations, and government-wide guidance.
NSF invites interested stakeholders to review the draft GFA and provide comments through Regulations.gov under Docket No. NSF-2026-OTR-0001. The public comment period is open for 60 days.
