The NPS-developed Otter CubeSat is undergoing final preflight testing before integration and shipment to Vandenberg Space Force Base for launch in January 2025. The pre-flight testing consists of several operations which will be common in flight, including payload operations, over-air communications, solar panel charging, and flight computer configuration verification. |

Two new wind turbines and a supersonic anemometer have been installed on the roof of Spanagel Hall. Wind power is being integrated into the nascent microgrid lab located on the 6th floor. Using long-term data collection, researchers are studying the feasibility of wind power on Spanagel and validating the wind power models developed for the microgrid web application.

Expanding JIFX
At the latest Joint Interagency Field Experimentation (JIFX) event, the focus was on “Uncrewed Systems and Counter-Uncrewed Systems” with technologists from across the country, and even the UK, taking advantage of JIFX’s unique research environment. For the first time, a section of nearby Lake San Antonio is now open for experimentation with surface and underwater investigations thanks to a partnership between NPS and Monterey County.

NPS finalizes a CRADA with Voyager Space
A CRADA was finalized between NPS and Voyager Space to provide mission operations and communications infrastructure for Project Mousetrap (PM) which is slated to launch in the fourth quarter of 2025. PM is a DOD-led effort to manifest a small satellite dispenser on a spent rocket body for use in the super-sync disposal orbit that exists beyond geosynchronous orbit.
 EAG designs an international course
The Energy Academic Group Climate Security Pillar led the design and execution of the NPS-NATO Climate Change & Security course for students and faculty from 19 countries, and launched the Climate Security Fellowship with Stanford University, George Washington University and U.S. Naval War College in October.
 ONR funds collaborative project on future robots
Dr. Johannes Royset, former Professor of Operations Research now at USC, is leading a $2.1 million ONR-funded collaborative project between USC, NPS, UC Berkeley, and UC Santa Barbara to explore the security of intelligent physical systems, the autonomous systems that power future robots.
White House advisor meets with Cyber team
A team from the Cyber Academic Group met with NPS alumnus Dr. Joe Billingsley, White House Senior Policy Advisor within the Office of the National Cyber Director (ONCD), to facilitate how NPS can work with that department to achieve mutual equities, particularly through agreements and a potential sponsored ONCD Chair at NPS.
NPS researchers meet with NATO partners
Dr. Timothy Shives, Professor of the Practice of Information Sciences, and Dr. Wade Huntley, Senior Lecturer of National Security Affairs, visited the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) in Estonia, where they met with Commodore Ivo Värk, Head of the Estonian Navy, and engaged with cyber experts from NATO nations and partners, including Ukraine, to discuss potential collaborations between NPS and the CCDCOE.

Who's Who
Dr. Carter Malkasian, Professor and Chair of Defense Analysis and former senior civilian advisor to the Chairman of the Joint Chiefs of Staff, has extensive experience in conflict zones, especially Afghanistan and Iraq. His book, the award-winning “The American War in Afghanistan: A History,” was rated by the New York Times as one of the top 100 books of 2021. His 2013 book, “War Comes to Garmser: Thirty Years of Conflict on the Afghan Frontier,” won the 2014 silver medal for the Council on Foreign Relations’ Arthur Ross Book Award. He received his undergraduate degree from the University of California, Berkeley and completed his Ph.D. in History at Oxford University.

 Dr. Douglas Fouts, Professor and Chair of Electrical and Computer Engineering, formerly worked for The Aerospace Corporation and as a design engineer for the Computer Systems Group of Burroughs Corporation (now Unisys). He received his B.S. in Computer Science in 1980 from the University of California, Berkeley, his M.S. in 1984 and his Ph.D. in 1990, both in Electrical and Computer Engineering from the University of California, Santa Barbara. Since 1990, he has served NPS as an Assistant Professor, Professor, Associate Department Chair, Associate Dean of Research, and Interim Dean of Research prior to his current position.
Who's New
 Dr. Jennifer Carson, STEM Director in the Office of Research and Innovation, holds a B.S. and M.S. in Physics from MIT and SFSU respectively, and a Ph.D. in Astrophysics from UCLA. She taught college physics for 20 years, and has conducted astrophysical research, including studies of high-redshift active galaxies at radio, rest-frame-optical, and gamma-ray wavelengths. As a post-doctoral researcher, she contributed to the development and science goals for the Fermi Gamma-Ray Space Telescope at Stanford’s SLAC National Accelerator Laboratory. She has published over a dozen articles in peer-reviewed astrophysical journals and presented her research nationally and internationally. Her STEM outreach experience includes managing the Information Science Hall at the Oregon Museum of Science and Industry.
 Retired U.S. Army Lt. Gen. Robert Marion, Professor of the Practice in Acquisition Sciences in DDM, was a commissioned Army Aviation officer who served as the APM for Production and Fielding, Modernization, and the Blackhawk, Chinook and Comanche helicopters in the ACAT 1 Program Office. As Commander, Defense Contract Management Agency-Boeing Mesa, he oversaw contract management and production of the AH-64D Longbow Apache. He was an Assignment Officer and Branch Chief in the Human Resources Command where he worked with the Lockheed Martin Space Systems Company in the Army’s Training with Industry Program, served as the Assistant Deputy for Acquisition and Systems Management, the Deputy Commanding General for the Combined Security Transition Command – Afghanistan, and as the Principal Military Deputy to the ASA(ALT) and Director of the Army Acquisition Corps, the most senior Acquisition Corps officer position in the U.S. Army. He has a B.S. in Labor Relations from the University of South Alabama, an M.B.A. from George Mason University, and a Master of Military Operational Art and Science and a Master of Science in Strategic Studies, both from the U.S. Air Force's Air University.

Dr. Dale Moore, Lecturer in Acquisition Sciences in DDM, has 42 years of experience across the full life cycle of DOD Acquisition, leading enterprise-wide strategic operations, organizational change and transformation initiatives. He has served as the Director, Strategy and Innovation in the Office of the Deputy Asst. Secretary of the Navy (Research, Development Test and Evaluation), has led the DON’s 30-Year Research and Development Plan, and supported the development of various DON programs. As a Navy Innovation Advisory Council Fellow, he led the DON Strategic Thinking Community of Interest and the “DON Leadership @ the Edge Series.” Dr. Moore holds an Ed.D. from The George Washington University, an M.S. in Systems Engineering (PD-21) from NPS, and a B.S. in Mechanical Engineering from the University of Delaware. He is a three-time recipient of the DON Meritorious Civilian Service Award.

Bullard Hall estimated completion date is now late December 2024. Space Systems Academic Group and Systems Engineering will be moving into the building in early January 2025.
Halligan Hall modernization project is scheduled to be awarded to a contractor in March 2025. Halligan Hall tenants will be moving out of the building throughout 2025.
Customer service year-end schedule is issued
The Financial Management Directorate has issued its revised customer service turnaround times through December 31: inquiries will be answered within five business days; processing, review and approval of financial documents will occur within seven business days; and complete requested account reconciliations/status of funds will be completed within 10 business days.

- The Center for Executive Education launched a pilot course, High-Performance Inclusion for Leading a Modern Force, filling all 30 seats within three weeks, with over 100 additional applicants. Due to its success and interest, the course will be offered again in FY25.
DOD/DON/Government News
- The Navy is advancing its logistics modernization efforts as part of a broader strategy to improve operational efficiency and readiness Navy-wide. Some improvements will include optimizing a commercial off-the-shelf (COTS) product based on feedback from sailors; integrating artificial intelligence, digital twin capabilities, and predictive analytics to enhance maintenance and supply logistics; and updating over 300 systems on land and at sea to make data collection and analysis more efficient.

- The DOD has released its National Defense Industrial Strategy Implementation Plan, which provides the details for six primary initiatives and goals, including modernization, cross-cutting initiatives, collaborative efforts, and rapid facilitation by the Defense Industrial Base Consortium to mitigate risks to the department.

- Chief of Naval Operations Adm. Lisa Franchetti introduced a new initiative called Project 33, part of the CNO NAVPLAN 2024 that includes a goal of scaling robotic and autonomous systems across the fleet by 2027 so that the sea service will be ready for a potential war against China.

- The Space Systems Academic Group conducted a three-part seminar series on Synthetic Aperture Radar (SAR) by Mr. Tom Ager, an SAR specialist, published author on the subject and collaborator with NPS and ICEYE, the owner of the world's largest commercial SAR constellation with which NPS has signed a limited purpose CRADA for classroom instruction, lab assignments and machine learning/deep learning research activities.
