Current Policy for State Plane Coordinate System of 2022 (SPCS2022)

 

NGS has established policy and recently updated procedures to govern development of the State Plane Coordinate System of 2022 (SPCS2022). The two documents include essential guidance for stakeholders who want to provide input on design of SPCS2022 zones in their state:

 

Deadlines for requesting and submitting designs to NGS

  • Requests for zones designed by NGS or proposals for zones designed by
    stakeholders must be received by NGS no later than March 31, 2020. Use this form for making requests or proposals:

  • For NGS-approved proposed designs by stakeholders, all final defining parameters
    must be received by NGS no later than March 31, 2021. Use this form for submitting NGS-approved zone designs:

Be a Part of the Change: A Guide to Customizing State Plane for 2022

We hope you already know that the National Spatial Reference System (NSRS) will change in 2022, including the State Plane Coordinate System (SPCS). What you may not know is that you can be a part of that change.

 

This presentation provides guidance on making requests to NGS for design of SPCS2022 zones in a state, how a state can propose and submit its own designs, and the special case of zones in more than one state. Topics include:

  • Who can submit requests and proposals
  • How to complete the forms
  • When it all must be done
  • Requirements for zone designs (the “rules”)

The reasons for the rules will also be discussed, to show how they promote good design practice and provide consistency for a nationwide system intended for the future—but one that is also more complex than its predecessors.

NGS will establish the State Plane Coordinate System of 2022 (SPCS2022) as part of the transition to the 2022 Terrestrial Reference Frames (TRFs). SPCS2022 is the successor to previous versions referenced to the North American Datums of 1983 and 1927.

 

NGS first developed draft SPCS2022 policy and procedures, and then solicited feedback through a Federal Register Notice published on April 18, 2018. We received 41 unique responses from one federal agency, ten Native American tribes and 23 states. This feedback was considered and incorporated into the SPCS2022 policy and procedures which continue to be refined as we work with our stakeholders.
