NOAA Fisheries Proposes to Update the Greater Atlantic Region’s Catch Share Cost Recovery Program Regulations

Comments Due by June 1, 2026

NOAA Fisheries is proposing to update the regulations for the Tilefish Individual Fishing Quota (IFQ), Limited Access General Category Scallop IFQ, and Surfclam and Ocean Quahog Individual Transferable Quota Cost Recovery Programs. The changes proposed in this action would waive bills under $25, require NOAA Fisheries to send bills for all three programs within six months of the end of the cost recovery period, and set payment due dates 30 days from the mailing date of bills

Updating these regulations would not substantially alter the requirements for permit holders in these programs, and would lower the administrative costs for each fishery due to the disproportionate cost of collecting unpaid bills under $25.

For more details, read the proposed rule as published in the Federal Register. You may submit comments through the online portal by June 1, 2026.
