Federally-permitted dealers are required to collect and report the 14-digit eVTR trip identifier from all federally-permitted fishing vessels regardless of area fished (as of 4/1/2024 this also includes vessels solely permitted for lobster). The 14-digit eVTR trip identifier must be reported even if the vessel is fishing in state waters.
Dealer Reporting Requirements:
- Dealers must report the name, permit number, and hull number of vessels from which landings are purchased.
- Please be advised that Federal vessels are often sold to new owners. Federal dealers must report accurate and up to date vessel information in their reporting software.
- Dealer who report through SAFIS should routinely update and ensure that their “favorites” (Vessels and Fishers) are correct.
- Dealers are required to collect and report the 14-digit eVTR trip identifier (eVTR Trip ID, eVTR number, etc) for each trip from which landings are purchased.
- The first 6 digits of the 14-digit eVTR trip identifier is the fishing vessel's federal permit number. Please make sure the first 6 digits match the federal vessel permit number in which you are reporting purchases from.
- In cases where dealers pack out fishing vessels for sale to another dealer:
- The dealer who purchases the fish from the vessel is responsible for completing the dealer report. If the dealer’s facility is only being used for the pack out and not purchasing the fish, no dealer report is required.
- The fishing vessel’s eVTR should report the dealer that purchased the fish and not the packout facility.
Federal dealers can now log into their NOAA Fisheries Fish Online account to see which vessels reported selling to them. This information can be viewed in the Reports section of Fish Online under "More Options." Select "Vessel Trip Report" to view the 14-digit eVTR trip identifier, vessel information, etc.
Federal dealers must submit trip-level reports for purchases from vessels on a weekly basis. Reports must be submitted by midnight Tuesday for the previous reporting week (Sunday to Saturday). If a dealer does not purchase any fish during the week, they are required to fill out a negative report. Failure to report will result in the dealer receiving a compliance letter notifying them of delinquencies.
