Greetings Halibut and Sablefish QS/IFQ Permit Holders,
We have good news. The Emergency Rule for implementing the Temporary Transfer of Halibut/Sablefish IFQ became effective today, March 30, 2021.
Individuals that own B, C, or D class QS can use the IFQ Temporary Transfer application located here on our webpage: https://www.fisheries.noaa.gov/permit/alaska-ifq-halibut-sablefish-and-cdq-halibut-program-fishery-applications-and-reporting
The 2021 Emergency Rule waives the requirement for obtaining the Notary stamp. However, IFQ transfer applicants are still required to submit a copy of their IFQ permit and documentation for an Authorized Agent (if applicable) with their application.
IFQ Temporary Transfer applications can be submitted through the following methods:
• USPS Mail o NMFS/AKR/RAM, PO Box 21668, Juneau AK 99802 • FAX o (907) 586-7354 • Email o RAM.alaska@noaa.gov
If you submit your transfer application via fax or email, please make sure that you are not sending multiple applications as one large document, each application needs to be a separate and distinct PDF.
Please use the following document naming format in order to streamline processing of your application:
YYYY/MM/DD_LastnameFirstname(transferor)_LastnameFirstname(transferee)_TempTransfer Example: 20210330_SmithJohn_DoeJames_TempTransferApp
NOTE: Incomplete applications will be returned to the applicant with specific instructions on what needs to be added before resubmitting.

About eFISH
eFISH access provides account holders with IFQ permit account balances, landings data, reports on quota share holdings, and the ability to print permits. Permit holders can find detailed information regarding the types of transactions they can complete in the on-line application in the eFISH User Guides.
In order to logon to eFISH, permit holders must have a valid email address on file. Users that have forgotten their passwords can use the Forgot Password? link located on the eFISH login page.
