CHIPS Act Technology Request for Information
On January 24th the Department of Commerce with the support of NIST published in the Federal Register a Request for Information (RFI) to guide and inform development and implementation of the CHIPS Act incentives and R&D programs. The RFI asks for input to inform the planning and design of potential programs to incentivize investment in semiconductor manufacturing facilities and associated ecosystems; provide for shared infrastructure to accelerate semiconductor R&D and prototyping; and support research related to advanced packaging and advanced metrology to ensure a robust domestic semiconductor industry.
Comments should be submitted via regulations.gov (DOC-2021-0010) by 5:00 p.m. Eastern time on March 25, 2022.
NIST Requests Information to Help Guide Emerging Technologies – Deadline Extended
On January 28th, NIST extended the deadline to February 15th to submit comments to a Request for Information (RFI) seeking input about the public and private sector marketplace trends, supply chain risks, and the future legislative, policy, and investment needs of eight emerging technology areas. The emerging technology areas are Artificial Intelligence, Internet of Things in Manufacturing, Quantum Computing, Blockchain Technology, New and Advanced Materials, Unmanned Delivery Services, Internet of Things, and Three-dimensional Printing. Input will inform studies mandated in the American Competitiveness of a More Productive Emerging Tech Economy Act (the American COMPETE Act) in Public Law 116-260.
NIST Manufacturing Extension Partnership (MEP) Releases Fiscal Year 2021 Impacts
The NIST MEP Program has released FY 2021 impacts demonstrating increased major program impacts in the past fiscal year. In FY 2021, the MEP National Network interacted with 34,307 manufacturers and helped those manufacturers achieve $14.4 billion in new and retained sales, $1.5 billion in cost savings, and $5.2 billion in new client investments, and helped create or retain 125,746 jobs.
Since 1988, MEP Centers have worked with 132,431 manufacturers, leading to $138.8 billion in new sales and $26.2 billion in cost savings. Over the past three decades the MEP National Network has helped create and retain more than 1,453,490 jobs.

Department of Commerce Seeks Internet of Things Experts for New Advisory Board
On January 13th, NIST announced a call for nominations to the Internet of Things Advisory Board (IoTAB) called for in the National Defense Authorization Act for Fiscal Year 2021 and established in December 2021 by Secretary Raimondo. NIST has announced a call for nominations to serve on the IoTAB, which will consist of a wide range of stakeholders outside of the Federal Government with IoT-related expertise. Nominations to serve on the inaugural IoTAB are due by February 28th. The IoTAB will provide advice and a report on recommendations on matters related to IoT to the recently-established IoT Federal Working Group. Opportunities Now Open for NIST Student Programs and Summer Institute for Middle School Science Teachers
The NIST International and Academic Affairs Office has posted opportunities for two summer student programs as well as the Summer Institute for Middle School Science Teachers. More information on each program and their application process is below.

NIST Summer Undergraduate Research Fellow (SURF) -- The SURF Program is designed to inspire undergraduate students to pursue careers in STEM (science, technology, engineering, and mathematics) through a unique research experience that supports the NIST mission. Over the course of 11 weeks, SURF students contribute to the ongoing research of one of the six NIST laboratory facilities. Applications are now being accepted through USAJobs.gov for SURF at NIST in Gaithersburg, MD or Boulder, CO. The application deadline is February 15, 2022.

NIST Summer High School Intern Program (SHIP) -- SHIP is a NIST-wide summer intern program for students who will have finished their junior or senior year of high school by the start of the program and are interested in scientific research only. Students selected for this competitive volunteer program will participate in cutting-edge research at NIST and will work closely with NIST staff scientists and engineers on a specific research problem. Applications are being accepted through February 14, 2022, on USAJobs.gov.

NIST Summer Institute -- The NIST Summer Institute for Middle School Science Teachers is a two-week workshop for middle school science teachers featuring hands-on activities, lectures, tours, and visits with NIST scientists and engineers in their laboratories. Applications are being accepted through April 30, 2022, on USAJobs.gov.

NIST Announces Funding Opportunity for Manufacturing Centers in Kentucky, Nebraska, Rhode Island and South Dakota
NIST is accepting applications from eligible organizations to operate Manufacturing Extension Partnership (MEP) Centers in Kentucky, Nebraska, Rhode Island and South Dakota. NIST plans to award up to the following amounts for centers in each state to provide manufacturing extension services to small and medium-sized manufacturers in their states.
- Kentucky: $6,217,500
- Nebraska: $3,978,500
- Rhode Island: $6,021,500
- South Dakota: $3,561,000
NIST MEP will host an informational webinar on this funding opportunity on Monday, Feb. 14, 2022, 10 a.m.-noon Eastern Standard Time. There is no registration required, and the webinar may be accessed directly via the BlueJeans videoconferencing platform. Applications in response to the Notice of Funding Opportunity must be received no later than 11:59 p.m. ET, April 26, 2022.
