Romania Market Highlights
- Romania has committed to spending at least 2.5% of its GDP annually on defense through 2027, with U$S3.8 billion allocated for the acquisition of military equipment in 2023 alone.
- The Romanian Ministry of Defense has received approval for U$S 10.8 billion for multi-annual programs, which includes the purchase of 1,059 Light Armored Tactical Vehicles, 298 tracked Infantry Fighting Vehicles, 90 self-propelled tracked 155 mm Howitzer systems, and 27 Ground-Based Air Defense Systems.
- Romania is interested in acquiring submarines, attack helicopters, class I UAVs, C-UAS, individual and team weapons, explosive powders, and ammunition production facilities.
Poland Market Highlights
- Poland leads the former East-bloc countries in departing from Soviet-era equipment and has long term plans to replace any remaining Soviet era equipment with modern NATO-compatible platforms.
- Poland’s 2022 defense budget increased defense spending to about $15.1 billion (PLN 57.8 billion). It is PLN 5.9 billion more than in 2021 and an 11.5% increase over 2021 expenditures.
- Poland is already spending 2.2% of GDP on defense and Poland’s President signed into law a bill that increases defense spending to 3% of GDP from 2023 on (already one of the highest levels in NATO) and more than double the number of troops serving in the Polish Armed Forces, up to 300,000.

U.S. Aerospace & Defense Trade Mission to Romania and Poland
The United States Department of Commerce, International Trade Administration (ITA) is organizing a U.S. Aerospace & Defense Trade Mission to Romania and Poland, November 12-17, 2023.
The objective for this mission is to give U.S. companies an opportunity to provide aerospace and defense equipment, technology, and services to Romania and Poland, both impacted by the Russian invasion into Ukraine. Participating U.S. firms will gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goal of increasing U.S. exports and services in the aerospace and defense sectors.
