Southeast Asia: A $50 billion oil & gas equipment and services market

Why Southeast Asia? According to industry estimates, over US $5.5 trillion of upstream investment will be required to meet world demand for oil and gas in the next 10-12 years.  Worldwide spending in offshore oil and gas field development needs to increase by 20% to meet future demand growth and ensure companies sustain production over the next decade.  Deepwater exploration will be crucial in replenishing depleted conventional inventories.  For Southeast Asia, more than US$50 billion in new development expenditure is expected to be given the go ahead over the next 3-5 years.  It is also expected that NOCs will do more to address environmental concerns and energy sustainability in this decade.  For example, Petronas is cautious and is expected to continue managing its activities in a prudent manner for 2020 amid uncertainties brought on by global economic slowdown, geopolitical upheaval and prolonged trade tensions.  In mitigating these uncertainties, Petronas is encouraging its partners to incorporate innovations, technology and digitalization in their effort to enhance their competitiveness, speed, accuracy, agility and resilience during this challenging period.

Various technologies have been identified as growth areas for U.S. companies with the increased emphasis on gas within the Southeast Asia region such as those relating to enhanced oil recovery and drilling fluids.  U.S. companies with expertise in enhanced oil recovery and drilling fluids for the offshore oil and gas industry, particularly regarding underwater projects would find the region attractive.  There are also needs for companies with expertise in conducting geographical surveys, navigation and positioning, hydrographic surveys and underwater inspection services, information systems and marine forecasting.  Petronas has earmarked 37 brownfield and 16 Greenfield projects over the next two years.  The fields to be developed include marginal fields, late life assets, fields with high contaminants, high complexity reservoirs and distant fields that offer opportunities for investors to make the projects viable through innovative, disruptive, and cost-effective solutions.

Numerous export opportunities for US suppliers:

  • Supply of equipment and spares for upstream and downstream oil and gas, shipbuilding, marine, mechanical and electrical construction, oxidation additives and various control systems
  • Oilfield equipment that include instrumentation such as drilling information systems, drilling monitors, mud logging units, mud monitoring systems, torque gauges, pressure gauges, weight indicators, deadline anchors, valves / actuators, performance testing and design control system
  • Supply of tubular products such as casings, tubing, carbon steel line pipes, drill pipes, heavy wall pipes, drill collars, drill stem tubular accessories and mechanical alloy steel tubes

Technologies that cater to industries that deal in chemical engineering systems, LNG equipment, liquefaction technologies, oil and gas processing equipment and pipeline engineering are also expected to be best prospects over the next few years. As such, American companies can continue to find export opportunities in Singapore and the region if they are in for the long haul.  The changing landscape of the industry will require companies to invest heavily in operational excellence and new technologies including digitization that will enable them to better define and develop promising reservoirs while sustaining production for mature fields.

As Asia is expected to take the lead in terms of energy consumption in the years ahead, fundamentals for sustained exploration and downstream production activities will likely improve based on future demand in the ASEAN region especially with rising populations, growth in middle-income demography and continued rate of urbanization.  Despite substantial oil & gas deposits in the region, ASEAN is generally a net importer of oil due to increasing demand but is a net exporter of natural gas.  In 2020, natural gas and LNG will likely to feature prominently in the launch of key master plans for the region but note that LNG has a better price stability than piped gas because LNG contracts are locked in for longer periods, unlike piped gas prices that are primarily linked to fuel oil prices.

    The Government of Albania announced on January 20, the auction for a 140 MW solar farm in Karavasta. Major data on the project: Installed Capacity:  140 MW with 70 MW will be traded in the Free Market; 70 MW will be acquired by the Distribution System Operator DSO based on a 15 year Power Purchasing Agreement offering a fixed price (Price would be based on the results on the auction. The auction starts with 55 euro per MW.     Turkish company Eti Maden will establish a Ferrobor plant and will soon conduct a tender for the turnkey supply of such a plant. They are seeking a U.S. partner which can supply the equipment and technology of a Ferrobor plant. Grain size distribution will be proposed by the bidder in accordance with the product standards in the market. They are requesting 2 alternative technical and budget proposals for 5.000 tons/year and 1.000 tons /year ferroboron production capacities.   • URUGUAY/ARGENTINA: Salto Grande Dam Renovation Project
    This is a call for expression to consulting firms and/or APCAs, with experience and prestige, internationally recognized in the elaboration of integral executive renovation projects of 500 kV plants. Preparation of the executive project for the integral renovation of the four (4) 500 kV stations implies the following systems and equipment: maneuvering equipment, protection, control and command systems, measurement and communication, auxiliary systems and parameter monitoring, including the preparation of technical specifications of the bidding documents for contracting the supply, assembly and commissioning in service of the aforementioned interventions.   • CYPRUS: The Natural Gas Public Company (DEFA) is finalizing an Owner’s Engineer Tender
    The Natural Gas Public Company (DEFA) is finalizing an Owner’s Engineer tender Press release 
    to release before the end of the year and plans to award the contract within two months of bid submissions.  DEFA is required to put a target price in the procurement documents, which will likely be a percentage of the LNG infrastructure development tender project that DEFA just signed a contract award for, worth €290 million (or approximately US$324 million). The tender will be available online through the government’s e-procurement website: Tender details.

  • ISRAEL: Gas Turbine Generator / Engine Generator of 1–10 MW
    EMS Mekorot (a subsidiary of Israel’s state-owned water company) is looking for U.S. suppliers of Gas Engine / Engine Generator (“GEG”) of 1–10 MW. In addition to direct procurement for their desalination facilities, EMS is looking to represent relevant U.S. suppliers in Israel.   • ISRAEL: PQ for Solar PV Power Plant Project with Energy Storage, 300 MW
    The Israeli Government issued on January 22nd a Pre-Qualification announcement for a BOT Project of a Solar PV Power Plant (approximately 300 MW), near the city of Dimona. This will be the largest solar project in Israel, as well as the first to require energy storage capabilities. The PQ submission date is May 26, 2020.   • HAITI: Improving Electricity Access in Haiti
    The general objective of this project is to increase reliable electricity access in Haiti that promotes economic development and the strengthening of the sector’s governance. The specific objectives are: (i) development of decentralized electrical minigrids with private sector participation; (ii) foster the supply of electricity with Renewable Energy (RE) in the Parc Industriel de Caracol (PIC); and (iii) strengthening sector regulatory and planning capabilities.   • BRAZIL: Open Oil Acreage Opportunities
    The Brazilian National Energy Policy Council (CNPE) has authorized Brazil’s Oil and Gas Regulator (ANP) to keep oil blocks not awarded in previous oil leasing rounds on permanent offer to interested oil companies. They represent a total of 846 areas or blocks, in thirteen different basins, with a total area of 285,400 km².  In July 2018, ANP published the contract notice and model for concession licenses from the permanent offer.  More details on the Open Acreage opportunities can be seen here.
