HUD Announces the Availability of Resident Opportunities and Self-Sufficiency (ROSS) Emergency Funding
HUD is excited to announce the Resident Opportunities and Self-Sufficiency (ROSS) Rapid Response Program (RRP), a one-time funding opportunity designed to help HUD-assisted communities respond quickly to unexpected disasters and urgent social needs.
RRP funding can be used for service coordination and limited direct services to support residents affected by emergencies, including -but not limited to:
- Natural disasters (e.g., wildfires or hurricanes)
- Public health crises (e.g., gun violence, environmental hazards, or community contamination)
- Economic disruptions (e.g., sudden closure of a major employer impacting residents)

What You Need To Know:
1. What is the ROSS Rapid Response Program?
The ROSS Rapid Response Program (RRP) is an expedited funding component of the ROSS Program. The RRP:
- Provides one-time assistance via a cost-reimbursable grant for service coordination and limited direct services for residents of HUD-assisted housing.

Minimizes requirements to those in existing ROSS statute to expedite the disbursement of grant funds.
- Utilizes a simplified application process to promote local leadership and flexibility in addressing urgent social needs caused by unanticipated emergencies.
2. Am I Eligible?
To be eligible for the RRP, you must meet the following criteria:
- Be a current or former ROSS grantee that has received ROSS funding since 2017,
- Remain eligible under the current ROSS NOFO,
- Currently maintain your status as one of the following entities:
- Public housing authority (PHA) or Indian housing authority
- Nonprofit, including a PHA affiliate or instrumentality, other than an institution of higher education
- Multifamily Owner
- Native American tribal government (federally recognized)
- Indian tribe as defined in Section 4(13) of the Native American Housing Assistance and Self-Determination Act (NAHASDA)
- Tribally Designated Housing Entity (TDHE) as defined in section 4(22) of NAHASDA
- Faith-based organization

3. What Can RRP Funding Be Used For?
Funds under this notice may only be used for the activities authorized under the current ROSS NOFO. These include:
- Salary and Fringe Benefits
- Training and Travel Related to Professional and/or Program Development
- Administrative and Direct Service Costs

4. How Can I Apply?
- To apply, you must complete the steps in Section IV of the Notice.
- If you are an eligible applicant, a directed announcement will be sent to you via GrantSolutions.
- To ensure you can apply, you must have an active Authorized Organizational Representative (AOR) in GrantSolutions. If you do not already have an AOR, submit a Grant Recipient User Account Request Form to GrantSolutions, copying ROSS-PIH@hud.gov, so that we can assign your organization an AOR.
- If you are an eligible applicant and did not receive the directed announcement through GrantSolutions, email us at ROSS-PIH@hud.gov.
