HUD has received feedback that Public Housing Authorities (PHAs) and Property Owners/Agents (POAs) have been experiencing issues when submitting appeals in the NSPIRE IT system. To address this, HUD has made Technical Review Guidance available that provides a summary of the basis for technical review along with instructions for how to submit an appeal.
As a reminder, if a Property Owner/Agent believes that a property's inspection results and score should be reviewed due to verifiable reasons, they may request a technical review. They should submit the request electronically through the NSPIRE system within 45 calendar days following the day HUD provides the inspection report.
A request for a technical review must be accompanied by evidence supporting the claim. HUD recommends seeking a technical review only if the correction will result in a significant improvement in the overall score of the property, such as an increase to 60 or above or a change in the inspection frequency.

Revision to Implementation of NSPIRE Administrative Procedures for the Housing Choice Voucher Programs Published, Extends Compliance Date for Voucher Programs Until October 2025
HUD published revised notice PIH 2024-26, REV-1 on August 9, 2024. It finalizes the administrative procedures of National Standards for the Physical Inspection of Real Estate (NSPIRE) for the Housing Choice Voucher (HCV) and Project-Based Voucher (PBV) programs.
With the July 5, 2024, Federal Register notice "Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE); Extension of NSPIRE Compliance Date for HCV, PBV and Section 8 Moderate Rehab and CPD Programs," HUD announced the further extension of the compliance date for HCV and PBV programs until October 1, 2025. This notice applies to all Public Housing Agencies (PHAs), including Moving-to-Work (MTW) PHAs, administering Section 8 Housing Choice Voucher programs.
PHAs were previously required to notify HUD if they were delaying implementation of NSPIRE anytime past October 1, 2023.
- With this new extension, only PHAs that decide to implement NSPIRE prior to the new compliance date of October 1, 2025 (or change from early implementation to full extension date), must notify HUD of the date on which they plan to transition to NSPIRE.
- The instructions have remained the same if the PHA must report its planned implementation date to HUD.

HUD has developed training that includes a combination of PowerPoint presentations, infographics as well as instructional videos that are posted on the NSPIRE website.
