Dear FSS Program Grantees,
The U.S. Department of Housing and Urban Development has awarded renewal funding for existing FSS programs to maintain their FSS Service Coordinators, enabling them to continue their important work with HUD-assisted residents.
FSS renewal awards will go to 753 Public Housing Authorities (PHAs) and Multifamily Property Owners, for a total of $120,421,674. This funding will be used to support 1,380 FSS Coordinators around the country.

All renewal applicants were granted the full amount for which they were eligible. Please note your number of coordinators.
We will be announcing NEW awards soon, so if you applied for funding for the first time this year (or in FY22 but weren’t awarded), be on the lookout for more information!
When can we access our money?
Funds will be made available in eLOCCS as soon as your Notice of Award is issued and your grant agreement amendment is signed. We anticipate that these steps will be completed in January 2024.
Will we be reimbursed for all expenses in CY2024?
Yes, you will be reimbursed for all eligible expenses incurred during the period of performance, including those that you incur before your funds are available. You can submit a draw once you have access in eLOCCS for any expenses that you incur after 1/1/2024.
What should we do in the meantime to get ready?
To ensure that you are ready to accept your award when the NOA is sent from GrantSolutions, you can complete these steps:
- Ensure that your Authorized Organizational Representative (AOR) in GrantSolutions is still active, and that the person designated as your AOR is still in their position at your organization. If not, please update your AOR.
- Make sure your UEI is still active SAM.gov. It is valid for one year, and must be renewed annually in order to receive funding. We cannot issue an award to an inactive UEI.
