The Section 3 Performance Evaluation and Registry System (SPEARS), Business Registry and Opportunity Portal are currently being phased out and will no longer be active on September 1, 2023.
SPEARS stores grantee Section 3 reports from 2012-2020. If these files are needed for record keeping, grantees are asked to download pertinent files from SPEARS by August 31, 2023. Business Registry and Opportunity Portal users are encouraged to download pertinent files by 11:59pm ET on August 31, 2023.
Beginning September 1, 2023, files will move to an internal HUD site. Individual requests for files and other inquiries can then be made through your local HUD Field Office or at Section3@hud.gov.
The HUD Section 3 team will continue to share Section 3 news as well as the creation of a national Section 3 Resource Hub through GovDelivery.

HUD’s Office of Field Policy and Management has announced the availability of On-Call Technical Assistance (TA) funds for HUD grantees with Section 3 requirements. This TA can support up to 32 hours of 1:1 technical assistance per approved grantee/request. Examples of assignment scopes include reviews of draft Section 3 plans and other documents, contracting language, outreach and marketing materials for Section 3 businesses and workers, and clarifying the rule and applicability.
To submit a request for On-call Technical Assistance, grantees should follow the below steps:
- Review HUD Exchange resources (on-demand training, templates and sample tools, FAQs and Guidebook).
- Grantees must put in a good faith effort of using existing resources to overcome the identified challenge/pain point prior to submitting a request.
- Under Program Support, select “Request In-Depth Assistance.”
- Follow the provided steps and within “Topics” expand “Fair Housing and Cross Cutting Programs”, select “Section 3.”
- Complete the steps and include the requested TA scope/need.
- Submit request.
Requests will be responded to within 10 business days of receipt. Upon approval, respective field offices will inform the requestor of the approval and the grantee/requestor will receive communications from the TA provider within 2-3 weeks.
