 New Payment Justification Information Required
Good morning:
The Bureau of Fiscal Service Secure Payment System (SPS) team has instituted a new requirement for all Federal Wires. Effective March 3, 2025, all advances must include a “payment justification” for all Secure Payment System Type A vendor/miscellaneous payments.
While payment justification will be a required field, the Bureau of Fiscal Service will not adjudicate the validity of the justification as it remains the paying agency’s responsibility to ensure certified payments comply with applicable laws and Executive Orders.
Please work with your teams to determine how the payment justifications should be completed for future advances. Until further notice, you can simply handwrite the payment justification on the loan advance request. The Federal Financing Bank will be unable to disburse any advances without this information.
