On February 25, 2025, the Department of Housing and Urban Development (HUD) published a Federal Register Notice announcing regulatory relief to delay the effective date of the Manufactured Home Construction and Safety Standards (MHCSS) 4th and 5th Sets final rule from March 17, 2025, to September 15, 2025. The delay is consistent with President Trump’s January 20, 2025, Executive Order: Regulatory Freeze Pending Review and is part of the Administration’s commitment to deliver price relief to Americans and increase the supply of affordable, high-quality housing across the country.
Last September under the Biden Administration, HUD published the final rule that amended the standards for manufactured home design and construction. The Trump Administration has delayed the effective date for these new manufactured housing standards to give regulatory relief and additional time for industry stakeholders to make needed modifications to manufactured home floor plans and other design compliance requirements approved by Design Approval Primary Inspection Agencies before use in manufactured housing production.
