The Office of Multifamily Housing Programs Awards Nearly $145 Million in Grants to Increase Affordable Housing and Supportive Services for Seniors and Persons with Disabilities

The Office of Multifamily Housing Programs, awarded nearly $97 million in grants to non-profit organizations to support new development or rehabilitation of affordable multifamily homes and rental assistance for seniors, and $7.9 million in grants to non-profit organizations to support new development or rehabilitation of affordable multifamily units and rental assistance for disabled individuals. In addition, HUD has awarded $40 million in grants to increase the availability of service coordinators who connect seniors and disabled persons with critical resources.

Section 202 Supportive Housing for the Elderly Program Awards

• The $97 million will help facilitate 732 Project Rental Assistance Contracts (PRAC) to support the construction and operation for 818 new rent-assisted homes for low- and very low-income seniors aged 62 years or older.
• A portion of these funds will also be designated for the creation of 109 intergenerational homes to meet the unique housing needs of seniors raising children.
• The awards also provide seniors with supportive services for their nutritional, transportation, educational, and health-related needs.

Section 811 Supportive Housing for Persons with Disabilities Program Awards

• The $7.9 million will help facilitate construction and operation of 29 new rent-assisted homes for low- and very low- income disabled individuals from age 18 up to 62 years old.
• The award also provides the disabled individuals with elective supportive services to enhance their quality of life.

Service Coordinators in Multifamily Housing Program Awards

• Nearly $40 million in funds will be allocated to 104 grantees to pay salaries and associated benefits for service coordinator professionals at 107 affordable multifamily homes.

Four Updated Multifamily Asset Management and Project Servicing Handbook Chapters Post to the Multifamily Drafting Table for Public Comment

The Office of Multifamily Housing (MFH) Programs published four updated Multifamily Asset Management and Project Servicing Handbook (4350.1) chapters to the Multifamily Drafting Table for public comment.

The four chapters available for public comment include:

• Asset Management Lifecycle,
• Asset Management Systems,
• Affirmative Fair Housing Marketing Plan,
• and Loan Sales. 

Comments are due: Monday, February 17, 2025.

Additional chapters will be released on a rolling basis through 2026. To receive a notification when a new handbook chapter is posted for feedback, submit a request to AssetManagementPolicy@hud.gov. 

RAD Supplemental Notice 4C Publishes

Today, the Office of Multifamily Housing Programs published a supplement to the Rental Assistance Demonstration (RAD) Notice (H-2025-01/PIH-2025-03, Rev 4-C) which will primarily impact public housing properties that have converted or will convert to the Section 8 platform through RAD. The Supplemental Notice implements statutory changes from the Consolidated Appropriations Act of 2024; establishes a waiver process for rental adjustments other than the Operating Cost Adjustments Factor (OCAF) under extraordinary circumstances; improves the resident experience; and strengthens preservation objectives and HUD oversight.
