GRRP Awards Multifamily West Region Properties $34 Million in Grants!
On Thursday March 28th, the Biden-Harris Administration and HUD’s Office of Recapitalization announced the second round of funding awards for Green & Resilient Retrofit Program's (GRRP) Comprehensive Cohort. Of the $173 million dedicated this round to improving energy efficiency and climate resiliency for HUD-supported housing, $34 million (~20%) went to properties in the Multifamily West Region. HUD awarded funds to two (2) properties in the Pacific Northwest, two (2) properties in Southern California, one (1) property in Colorado, and one (1) property in North Dakota. Eligible owners for GRRP funding primarily include owners receiving HUD rental assistance under Multifamily Section 8 Project-Based Rental Assistance (PBRA) program, Section 202 Supportive Housing for Low-Income Elderly program, and Section 811 Supportive Housing program for Low-Income Persons with Disabilities. Public housing and properties with just tenant-based vouchers are not eligible.
The last Comprehensive Cohort application wave deadline is June 12, 2024. The Comprehensive cohort represents the most exhaustive offering of grant and loan dollars with maximum available funding totals of $20 million per project and $80,000 per unit. Applicants submit applications using a simple excel-based application with limited requirements.

Below are some highlights from the recent awardees!
Sterling Senior Housing
Bellingham, Washington
Sterling Senior Housing will receive a $1.6 million grant through the Comprehensive Cohort of the Green and Resilient Retrofit Program (GRRP). Sterling Senior Housing is a 21-unit multifamily building that was constructed in 2005. The property is in Bellingham, Washington. 20 units are assisted through a Section 202 Project Rental Assistance Contract (PRAC) serving very low-income seniors. The retrofit use building materials with lower embodied carbon and improve the quality of life for residents through both green and healthy housing measures and significant capital improvements. Deputy Assistant Secretary (DAS) Ethan Handelman promoted GRRP and celebrated this awardee in an interview with local Seattle news outlet KOMO.

Southview II
Dickinson, North Dakota
Southview II will receive a $1.28 million GRRP grant through the Comprehensive Cohort of the Green and Resilient Retrofit Program (GRRP). Southview II is a 16-unit multifamily building that was constructed in the 1970s. The property is in Dickinson, North Dakota. All units are assisted through a Project-Based Rental Assistance (PBRA) Section 8 contract. The funds will help the property mitigate against climate hazards such as: lightning, cold waves, hail, ice storm, strong winds and winter weather hazards.

The Oak (333 Oak)
Portland, Oregon
The Oak (333 Oak) will receive a $7.2 million grant through the Comprehensive Cohort of the Green and Resilient Retrofit Program (GRRP). The Oak is a 90-unit multifamily building that was constructed in 1909. The property is in Portland, Oregon. All its units are assisted through a PBRA Section 8 contract. This property will be a prime example of energy efficiency and climate resilience retrofit work for affordable multifamily housing.

Lions Community Manor
San Diego, California
Lions Community Manor will receive a $10.48 million grant through the Comprehensive Cohort of the Green and Resilient Retrofit Program (GRRP). Lions Community Manor is a 131-unit multifamily building that was constructed in the 1980s. The property is in San Diego, California. 129 of the units are assisted through a PBRA Section 8 contract. The area in which the property is located has a relatively high social vulnerability risk and is a high earthquake risk.

Northeast Plaza Apartments
Sterling, Colorado
Northeast Plaza Apartments will receive a $3.76 million grant through the Comprehensive Cohort of the Green and Resilient Retrofit Program (GRRP). Northeast Plaza Apartments is a 47-unit multifamily building that was constructed in 1982. The property is in Sterling, Colorado. All units are assisted through a PBRA 8 contract. The location of the property is considered a very high social vulnerability and climate risk. These funds will contribute to substantial capital improvements increasing the health, comfort, and resiliency of the buildings for the tenants. The check presentation ceremony was attended by Regional Administrator Dominique Jackson, and Region 8 Asset Management Division Director, Eileen Hearty.

Lancaster Home Apartments,
Lancaster, California
Lancaster Homes Apartments will receive a $9.6 Million grant through the Comprehensive Cohort of the Green and Resilient Retrofit Program (GRRP). It is a 120-unit multifamily building that was constructed in the 1970s. The property is in Lancaster, California. All units are assisted through a PBRA Section 8 contract. The plan for the building is to deeply retrofit and focus on reducing the greenhouse gas emissions (GHG) and operating costs through energy efficiency and renewable energy generation. The property is owned by the Housing Authority for the County of Los Angeles. HUD Multifamily West Region staff members, Christina Wong, Denise Bolden, and Arlene Combs will attend kickoff meetings with this awardee.
