Welcome the new DASPA!
OPA is excited to share that Lynn Rosenthal has joined us as the new Acting Deputy Assistant Secretary for Population Affairs (DASPA). Lynn brings a wealth of experience and a strong commitment to adolescent wellbeing and sexual and reproductive health.
Lynn was appointed Acting Deputy Assistant Secretary for the Office of Population Affairs in July 2024. Lynn also serves as the Director of Sexual and Gender-based Violence at the U.S. Department of Health and Human Services (HHS). In this role, she leads the Department’s work to implement the National Plan to End Gender-based Violence and related initiatives. Lynn collaborates across HHS to develop new initiatives aimed at preventing domestic violence, sexual assault, and other forms of gender-based violence. She also advises the Assistant Secretary for Health on related policies.

HHS Announces $261 Million to Provide High-Quality Title X Family Planning Services Across the Country
HHS awarded more than $261 million in grant funding to support 86 organizations to deliver equitable, affordable, client-centered, and high-quality family planning services. Title X is the only federal grant program dedicated solely to providing individuals with comprehensive family planning and related preventive health services. Become Title X Program Review Consultant
OPA is recruiting program reviewers—who are not currently employed by a Title X grantee—to conduct upcoming Title X Program Reviews. If you know someone who is interested in conducting the Administrative, Clinical, or Fiscal portion of the program review to help enhance Title X programs, ask them to email OPASupport@norc.org with the subject line “Title X Program Reviewer.” In the email, they should indicate interest, contact information, and include a resume or CV.
Webinars – Master Title X Program Reviews
Join OPA in an expertly crafted interactive two-part webinar series that will equip Title X program directors with the essential skills and knowledge needed to participate effectively during a program review. This training is limited to one person per grantee, the project director or designee. The meeting series is optional, however if you chose to participate, your attendance at both days of the training is mandatory.

FPAR Resources
Two resource documents are now available on the FPAR 2.0 section of the OPA website.

How are FPAR Data Kept Safe? provides an overview of how encounter-level data with potentially identifiable information are protected, how contractors operate and maintain the FPAR 2.0 system, and how the federal government adheres to federally mandated IT regulations, standards, policies, procedures, and rules to protect FPAR data and FPAR system integrity. Grant recipients with questions about the contents of the brief should reach out to their OPA Project Officer.
- The 2024 FPAR 2.0 Valid Values file provides updates to valid values for several FPAR 2.0 data elements that may be used for the 2024 FPAR (submitted in 2025). No data elements have been added or removed and the file contains a detailed change log. An orientation video about the file is available on Connect.gov. Grant recipients with questions about the 2024 FPAR 2.0 Valid Values file should email them to FPARSupport@mathematica-mpr.com.
