Health Center O/E Assistance Workers and Outreach Activities
NEW Question — HRSA O/E supplemental funding requires health centers to conduct both in-reach and outreach in the health center’s approved service area. Does this conflict with CAC guidelines that have suggested that CACs in FFM/SPM states should not contact individual consumers about enrolling in the Marketplace?
A: Health centers that received supplemental funding for outreach and enrollment are required to conduct in-reach with current patients and outreach in their approved service area. Because the CAC rule does not require CACs to conduct outreach nor does it prohibit CACs from conducting outreach to the community, health centers can meet HRSA’s requirement to conduct outreach without conflicting with CAC requirements. Health centers should consult with their PCA to determine if there are any additional state laws that may restrict their ability to do outreach. If such restrictions exist, health centers should conduct their activities accordingly and report those laws as “issues/barriers” in their quarterly progress reports (QPR) submitted to HRSA.

- FY 2014 SAC-Additional Area (SAC-AA) for MI, NE, and OR—BPHC recently released the FY 2014 SAC-AA for Marquette, Michigan; Omaha, Nebraska; and Hood River, Oregon (HRSA-14-108). Eligible applicants include new organizations and those that already receive Health Center Program funding. The HRSA-14-108 SAC-AA FOA is available at Grants.gov. A SAC-AA applicant technical assistance call can be found on the SAC-AA TA webpage. Questions should be directed to BPHCSAC@hrsa.gov. Applications are due in Grants.gov by 11:59 pm ET on November 22, 2013 and in the HRSA Electronic Handbook (EHB) by 5:00 pm ET on December 9, 2013.

- BPHC Workforce Survey Reminder — BPHC is conducting a survey on workforce recruitment and hiring. This data collection will facilitate the training and technical assistance needed to support health centers in efforts to recruit and retain both civilians and veterans. Health center participation in the survey is voluntary but encouraged. The survey will close on October 31st.
