On December 11, 2023, the Ms. L. vs. ICE settlement was approved by the District Court for the Southern District of California, providing certain benefits to Class Members. The Health Resources and Services Administration of the U.S. Department of Health and Human Services (HHS) is issuing this Bulletin to inform health centers that these Ms. L Class Members are eligible to seek health services at health centers and that Seneca Family of Agencies will pay the co-pays, sliding fee discount schedule charges, or nominal fees on behalf of Class Members.
One of the benefits available to Class Members is the coverage of co-pays, sliding fee discount schedule charges, or nominal fees for health services received at health centers, as capacity allows, over a 12-month period. Seneca Family of Agencies’ Todo Por Mi Familia (TPMF) program is the entity managing the payment of these fees. Class Members may seek out any health services (inclusive of dental, OB/GYN, and/or any other health services) available at a nearby health center. TMPF will make referrals based on need for Class Members already connected to services with Seneca. If a Class Member presents at your health center without a TPMF referral, please contact TPMF by email at info@todopormifamilia.org to verify eligibility or discuss services and payments.
The Class Member should not be charged for any fees during the eligibility period which starts on their first appointment and continues through 12 continuous months. TPMF will track this information and notify the health center of changes and when the eligibility period will end. All invoices for Class Members should be sent to TPMF through the following email: tpmf_invoices@senecacenter.org.
Please note, behavioral health services for Class Members are covered separately under other settlement benefits. If a Class Member receiving support at your health center needs to be referred to behavioral health services, please connect with TPMF before any behavioral health services are started to discuss if they are already enrolled in services elsewhere, potential payment for their behavioral health services, and to ensure no duplication of payment or services.
The Department issues this Bulletin to inform health centers of this contract, so that they can accommodate the referrals, as capacity exists. HHS is committed to complying with the court's final settlement and ensuring that the services the court has ordered are delivered in an effective, efficient, and professional manner.
