PCA Funding

FY 2024 Primary Care Association Cooperative Agreements Awarded

HRSA awarded approximately $70 million for fiscal year (FY) 2024 Primary Care Association (PCA) Cooperative Agreements funding (HRSA-24-080). This funding will support 52 PCAs in providing training and TA to existing and potential Health Center Program award recipients and look-alikes. This training and TA will support health centers in improving the health of individuals and communities by:

  • Increasing access to comprehensive, culturally competent, high-quality primary health care services, including improving safety for people who have experienced or are at risk for intimate partner violence;
  • Recruiting and retaining a diverse health care workforce;
  • Preparing for, responding to, and recovering from emergent health events;
  • Implementing value-based care delivery and ensuring financial sustainability; and
  • Accelerating data-informed improvements to operations, clinical quality, and care coordination.

Awardees can visit the PCA Cooperative Agreements webpage for award information and resources.

Capital Link Features Health Centers

Capital Link shares examples of health center growth to inform and inspire your efforts to plan expansion.

  • The inclusion of a dedicated Program of All-Inclusive Care for the Elderly (PACE) facility within San Ysidro Health's Kimball-Highland project addresses seniors’ complex needs, enabling them to live independently while accessing comprehensive care. PACE programs can be financially sustainable, generating revenue that supports health centers’ missions while providing essential care to seniors. Read the full case study (PDF).

  • As the largest health center in Maine, Penobscot Community Health Center faced unforeseen contractor cost overruns and supply chain disruptions during the COVID-19 pandemic, testing everyone’s resolve and resourcefulness. Innovative financing solutions, coupled with HRSA’s Health Center Facility Loan Guarantee Program, helped them overcome significant financial and regulatory hurdles. Read the full case study (PDF).

CDC researchers analyzed SAMHSA data to come to these conclusions. Higher percentages of White than Black or African American or Hispanic or Latino adults received any treatment. Higher percentages of men than women and of adults aged 35-49 years than other adults received medications. Read the full CDC report.
