TODAY: HRSA Honor Awards Ceremony
HRSA’s 41st Annual Honor Awards Ceremony is today, November 2, from 1:00-2:00 p.m. ET at the Hilton, 1750 Rockville Pike, Rockville, Maryland. Light refreshments will be served after the ceremony.
The shuttle bus will leave from the entrance of 5600 Fishers Lane at 10:30 a.m. ET and will run continuously until 12:30 p.m. ET. Return trips will begin immediately after the ceremony with the last return trip at 3:30 p.m. ET.

Review tool for BPHC Program Specialists: School-based service sites
OPPD's Policy Division released an internal BPHC resource tool (PDF) to help Program Specialists review change in scope requests for school-based service sites (SBSS). It summarizes key Health Center Program compliance issues and poses five questions to consider when evaluating a request. If you have questions about this resource tool or a change in scope that you're working on, contact the OPPD Policy Division through the Policy Portal available on the BPHC Contact Form.

Federal Tort Claims Act assessment removed from Operational Site Visits
We recently discontinued the Federal Tort Claims Act (FTCA) assessment in the FTCA Deeming Requirements section of the Site Visit Protocol (SVP). Health centers no longer need to provide documentation for that section of the SVP for their OSVs.
Until the FTCA assessment questions are removed from the HRSA Electronic Handbooks (EHBs) STAR system, we instructed MSCG consultants to mark all responses within the FTCA Deeming Requirements section of the OSV STAR report as "yes" and enter standardized text into the comment fields. We already provided the standardized text, so you should not need to do anything else.
All FTCA-deemed health centers must comply with FTCA program requirements. We will continue to assess their compliance through the FTCA deeming and re-deeming processes, and FTCA-specific site visits. Health centers can find more information and resources about FTCA on our website.

News from the field: Annual Primary Care Conference in Seattle
BPHC’s Deputy Associate Administrators, Onyeka Anaedozie and Tonya Bowers, attended the 2023 Northwest Regional Primary Care Association (Region X)/Community Health Association of Mountain/Plain States (Region VIII) Annual Primary Care Conference held in Seattle, Washington, October 21-24. Michael Weaver of OQI’s Strategic Partnerships and Sharon Turner, IEA Regional Administrator Region 10, joined them.

Review lessons learned during Cybersecurity Awareness Month
Cybersecurity Awareness Month 2023, which ended on October 31, highlighted the importance of staying aware of cyber threats such as phishing.
Some warning signs that an email might be a phish include:
- They create a sense of urgency or claim to need help.
- They ask for your personal info.
- They want you to download a file or click on a link.
Cybercriminals are crafty and may send emails that look legit but aim to steal your information. Trust your gut, stay cautious, and report those phishing emails. Think before you click!

CFC cause of the week: Animal welfare
Did you know that here in the United States, there are nearly 1,300 estimated endangered species? Annually, there are 6 million animals in shelters waiting for their fur-ever homes.
Those who have adopted beloved animals from shelters and rescue organizations can thank donors and volunteers for the veterinary support and other resources that help keep animals safe and healthy while they wait to find their families. CFC animal welfare charities promote a hopeful future for scaly, furry, feathered, and fin-covered species alike.

DWM Important Updates and Reminders
Commissioned Corps award nominations due next month
HRSA is currently accepting off-cycle PHS Commissioned Corps award nominations. If interested in submitting a nomination, review the process below and submit to the BPHC Awards Workflow (step 4 below) by COB Wednesday, November 22.
Nomination process:
- Complete the fillable form found on the Commissioned Corps Awards Forms webpage. Note: HRSA’s PHS Commissioned Corps Awards SharePoint Site is down for maintenance. Once it is back up, the site has detailed guidance on writing PHS awards, types of awards, and samples.
- Submit your nomination to the HRSA Corps Technical Review Team (CTRT) at PHSAwards@hrsa.gov 7-10 days before the Wednesday, November 22, deadline. All nominations must be reviewed by CTRT.
- CTRT may provide feedback on ways to strengthen your narrative to align with the level of award sought. They encourage you to revise based on their recommendations, but it is not a requirement.
- Submit the form with appropriate signatures and final narrative to the BPHC Awards Workflow.
- DWM will coordinate the submission at the agency level.

2024 Sammies — Call for nominations
Do you have a colleague who should be considered for the Federal Employee of the Year or an Emerging Leader award? These are only a couple of the categories for the 2024 Samuel J. Heyward Service to America Medal (Sammies). These awards honor individual and/or teams and their commitment to public service. Anyone can submit an award nomination including, federal and non-federal employees, friends, or family members.
Want to submit a nomination? Check your inbox for an email from the BPHC Recognition Mailbox sent on Friday, October 27, with the subject “Call for Nominations — 2024 Samuel J. Heyward Service to America Medal (Sammies).” Complete the required forms attached in the email and submit them to the BPHC Recognition Team by COB Tuesday, November 14.

Metro cards available for local travel
Are you traveling around the Washington metro area for an official event? DWM has Metro cards for that! All you need are an approved HRSA STARS New Travel Request form and a DWM Service Request form.
Hold that receipt!
As you’re traveling, remember to keep your receipts! All non-meal receipts are required for reimbursement. If your receipt was lost or you could not obtain one, consult your Travel Coordinator for guidance. Also, per the HHS Travel Policy, you must keep your travel expense records, including original receipts, for two years after the fiscal year has ended.
2023 Federal Benefits Open Season is approaching
The Federal Benefits Open Season begins on Monday, November 13, and continues through Monday, December 11.
Plan to visit the 5600 Fishers Lane Atrium to meet with Office of Human Resources and federal benefits reps on Tuesday, November 14, from 11:00 a.m.-1:00 p.m. ET. In addition, anyone can register for the Virtual Benefits Fair live chats on November 14, 21, 30, and December 7 to learn about your dental and vision insurance benefits.

HR Learning Session: Know Your Benefits Wednesday, November 8 2:00–3:00 p.m. ET Register in the Learning Management System (LMS).
Open Season is a once-a-year opportunity for employees to change, cancel, or enroll in coverage for the Federal Employees Health Benefits (FEHB) Program, Dental and Vision Insurance Program (FEDVIP), as well as enroll or reenroll in the Federal Flexible Spending Account Program (FSAFEDS).
FEHB changes made will be effective January 14, 2024, while FEDVIP and FSAFEDS changes will be effective on January 1, 2024.

HRSA WorkSpace Manager available for hoteling and conference room reservations
HRSA recently announced HRSA WorkSpace Manager — a new reservation system that streamlines the process for reserving conference rooms and hoteling spaces at the 5600 Fishers Lane building. (Reservations for 5th floor conference rooms will still use the old SharePoint reservation system.)

Training & Staff Development
Mandatory trainings due soon!
HHS requires all employees to complete the following mandatory trainings. If you’re planning “Use or Lose” leave in December, consider taking these sooner than later:

Records Management Training: Due by Friday, December 29. In addition to HHS employees, contractors must complete this training.

Annual Ethics Training: Due by Sunday, December 31. HRSA federal staff who have not completed their training may have their network account/email locked on Tuesday, January 2, 2024.
You are automatically registered for both trainings. Please log in to the LMS to complete them as soon as possible.

Did you know?
A health center award recipient can change its Project Director by submitting a prior approval request through the EHBs, using the steps identified in the How do I change my Project Director video. A Health Center Program look-alike should use the BPHC Contact Form to obtain guidance on how to change its Project Director in the EHBs.
