Policy Tip: Conflict of Interest
A health center board member can be a contractor or supplier to the health center and continue to serve on the board if the board member discloses the conflict of interest and does not participate in the selection process of any contract with a conflict of interest. The health center determines the appropriate methods for board members to disclose real or apparent conflicts of interest.

Updated Lender Handbook: HRSA’s Health Center Facility Loan Guarantee Program
Capital Link has updated its HRSA Health Center Facility Loan Guarantee Program (LGP): A Handbook for Lenders. It’s a resource for lenders seeking to use the LGP with loans to eligible health centers. The LGP involves the lenders’ participation, working with HRSA, to bring much-needed capital with affordable rates and attractive terms to the non-profit sector.
Quarterly 340B Program Registration
Quarterly 340B Program site registration is open from October 1 to 15. You can register a site that has been verified as implemented and with a site status of “active” in HRSA’s Electronic Handbooks Form 5B through Friday, November 24. After that date, the system will close to prepare for the January 1, 2024, start.
Email the 340B Prime Vendor Program or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions. You will need to provide the following information when calling:
- Health center name
- Site/clinic name
- Site IDs for all sites
- HRSA/BPHC grant number
- Contact name and email address
- Authorizing official name and email address
The authorizing official will receive an email message that the account is unlocked and a registration may be submitted.
Making Care Primary Model: Apply Now
CMS has opened the application portal for its Making Care Primary (MCP) Model. Interested FQHCs in eligible regions may apply. Find resources, details, and a link to the portal on the MCP Model webpage.
NIH’s Build UP Trust Challenge
NIH’s Build UP Trust Challenge will award up to $1.25 million to improve engagement with minority health populations and populations with health disparities. They seek solutions that increase research participation and the adoption of existing and new tools and approaches to detect, treat, and monitor diseases, conditions, and disorders. The website includes a Readiness Tool to help you determine eligibility and ensure your solution is a strong fit.

OutreachPro allows you to customize outreach materials that support brain health education and encourage participation in clinical trials for Alzheimer’s and related dementias, particularly among underrepresented communities.

Preparing for the Upcoming Respiratory Virus Season: Recommendations for Influenza, COVID-19, and RSV Vaccines for Older Adults
CDC’s Advisory Committee on Immunization Practices recently updated its vaccine recommendations for flu, pneumococcal diseases, and respiratory syncytial virus (RSV) in older adults. An update is expected for COVID-19 today.
CDC’s Clinician Outreach and Communication Activity (COCA) group will hold a call about the guidance related to the vaccination of older adults against various respiratory viruses.

PrEP Champion Preceptorship
The HRSA-funded National Clinician Consultation Center is accepting applications for its preceptorship: an intensive pre-exposure prophylaxis (PrEP) training and capacity-building opportunity for pharmacists, nurses, and other non-physician clinical team members. Applicants must be non-physician clinical staff at health centers that have received Ending the HIV Epidemic-Primary Care HIV Prevention (PCHP) funding. Apply by Friday, September 22, as space is limited.
Addressing Staff Burnout in Rural Settings
HRSA invites you to hear from speakers in BPHC and the HIV/AIDS Bureau (HAB) about burnout, its impact on health workers, and resilience strategies. Providers will also speak, sharing their perspectives on challenges and opportunities in the rural setting and discussing resources. We’ll focus on HAB and BPHC dually-funded recipients but encourage all award recipients in rural communities to attend.
