FEVS Results
The FEVS results for the Diversity Equity Inclusion Accessibility (DEIA) index are in! This index measures employees’ perceptions of DEIA in the workplace. BPHC achieved a score of 82%, marking DEIA as an organizational strength. View these results and explore other FEVS data using the online Cross-Agency Reporting Tool. Select the DEIA tab at the top of the page to view all DEIA results for the bureau and HRSA!

2019-2022 Health Center Controlled Networks Roll-up Report
OQI’s Strategic Partnerships functional area announces the release of the 2019-2022 Program Project Period Roll-Up Report (PDF). It provides a quantitative and qualitative snapshot of the successes and challenges reported by the Health Center Controlled Networks (HCCN) cohort in the provision of training and technical assistance (T/TA) to HRSA-supported health centers. It also identifies key issues that may have impacted T/TA efforts, sustainability, and performance across base and supplemental funding streams.
OQI is sharing this external report so BPHC staff can find out how to connect to HCCN program staff and awardees. This report may also be used to learn about:
- Overall structure, function, and funding of the HCCN program
- Participating HRSA-supported health centers that received targeted HCCN T/TA
- Progress of the HCCN cohort on attaining funding opportunity goals and objectives
- Health information technology successes and challenges

New HHS PMAP Policy Effective on Sunday, January 1, 2023
HHS updated the HHS-430-1 Performance Management Appraisal Program (PMAP) policy to improve and clarify existing policy language and enable supervisors to foster a culture of high performance. The new policy will go into effect on Sunday, January 1, 2023.
You can read about the major changes to the policy on the HHS Performance Management intranet site, but you should read the full policy to ensure you are familiar with your responsibilities and rights under this policy. The ePMAP system now reflects the new HHS PMAP policy.

Access TA for Health Centers
Did you know that OQI offers targeted and comprehensive consulting services to help you successfully implement BPHC's mission? Our “Specialized TA” contract with Management Strategists Consulting Group, LLC (MSGC), allows you to request TA for health centers with whom you are working.
How to request TA
TA requests must fall under one or more of the very broad contract service categories listed in the table in this document (PDF), which also includes further guidance on requesting TA. Health centers can access subject matter experts on-site or virtually (phone, email, or platforms such as Zoom, GoToMeeting, or Microsoft Teams).
You can directly schedule a one-on-one virtual session for financial or clinical TA by emailing the experts listed below. You don’t need to submit a TA request.

Getting to Know: Quality
This monthly column will help you better understand functional areas (formerly known as divisions) across BPHC and how they work together to support our mission.
Today’s column features OQI’s Quality. Read the complete interview with Quality leaders, excerpted below.
What are some key ways that your functional area supports the Office of Quality Improvement (OQI) and BPHC as a whole?
OQI’s mission is to advance clinical quality at health centers. Our role is to support focused, priority-related quality improvement initiatives (including clinical quality topics) across the Health Center Program. The priority areas may be driven by HHS, HRSA, or BPHC’s leadership.
What do you want BPHC staff to know about your functional area?
We’re very focused on developing solutions that enable health centers to make meaningful progress in quality improvement. We know health centers are busy and have unique needs, so our TA is flexible and creative. Yes, lots of webinars, but we’ve also offered one-on-one sessions, mini-webinars, and Q&A sessions.
Partnering is central to our work: within BPHC, with other agencies, and with non-federal organizations (e.g., American Cancer Society). Webinars are our main tool for delivering TA to health centers — probably a good percentage of those BPHC calendar invites you receive are for our TA sessions.
We have a broad array of staff that reflects a spectrum of talent, from dentist to psychologist and from social workers to nurses.
In addition to clinical quality priority areas, we’re doing work on workforce well-being – I’m sure you’ve heard at least something about the Health Center Workforce Well-being Survey BPHC is fielding right now! We’re responsible for that (enormous!) project. We also cover Patient-Centered Medical Home (PCMH) recognition and other forms of accreditation.
If your functional area had a slogan, what would it be?
“Stay level.” We have priorities coming in from the administration, from the HRSA Administrator, and from BPHC and OQI leadership. We have incredible staff who work together to meet all these requirements.
So, in the middle of chaos and fire, we always try to stay level. We try to keep a cool head and get done what needs to get done — while still having fun doing the work and keeping a positive environment.

As of Monday, December 12, HRSA has reached 71% of its 200,000 goal, with BPHC employees pledging more than $22,000!
