2023 Uniform Data System Information Collection Request Open for Public Comment A Federal Register Notice related to HRSA's plan for the 2023 Uniform Data System (UDS) reporting period is open for public comment through Tuesday, December 20. The Proposed Information Collection Request for 2023 outlines updates to UDS reporting, including new and revised measures as well as UDS patient-level submission (UDS+). FY 2023 State and Regional Primary Care Association Non-Competing Continuation Progress Report Instructions Released On Friday, December 9, HRSA released non-competing continuation (NCC) progress report instructions for FY 2023 Primary Care Association (PCA) cooperative agreement award recipients. PCAs will be able to access their NCC progress reports in EHBs starting Friday, December 16. Submissions are due by 5:00 p.m. ET on Monday, February 6, 2023. Progress report instructions, a recorded TA webinar, and other resources are available on the PCA TA webpage.
TOMORROW: Health Centers and the National Practitioner Data Bank Overview The National Practitioner Data Bank (NPDB) is a resource that supports health centers' commitment to providing quality care and protecting patient safety. HRSA presenters at tomorrow’s webinar will explore NPDB’s function, basic querying, and reporting procedures. They will also provide a brief walk-through of the NPDB attestation process. Per the Health Center Program Compliance Manual, health centers are required to query the NPDB during credentialing.

Discussion Groups to Gather Feedback on Advancing Health Center Excellence Framework BPHC seeks health centers to take part in virtual discussion groups to inform the refinement of the Health Center Excellence Framework and plan for the development of a Framework implementation guide. These resources will support health centers in using the Framework to support performance improvement activities, strategic planning, and more.
The discussion groups are planned for mid-January 2023. Participants will be asked to prepare for a two-hour meeting; preparation should take approximately one hour. If you are interested in taking part, email Alex Beede by COB on Tuesday, December 20.

Quarterly 340B Program Registration Quarterly 340B Program site registration is open from January 1 to 15, 2023. Health centers will be able to register a site that has been verified as implemented and with a site status reflected as “active” in EHBs Form 5B through Friday, February 24, 2023. After that date, the system will close to prepare for the April 1, 2023, start.
Email the 340B Prime Vendor Program or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions. You will need to provide the following information when calling:
- Health center name.
- Site/clinic name.
- Site IDs for all sites.
- HRSA/BPHC grant number.
- Contact name and email address.
- Authorizing official name and email address.
The authorizing official will receive an email message that the account is unlocked and a registration may be submitted.
Partnerships for the Future: Health Centers and Maternal Child Health Home Visiting Opportunities In their new publication, the National Nurse-Led Care Consortium (NNCC) profiles successful collaborations between Maternal, Infant, and Early Childhood Home Visiting (MIECHV)-funded home visiting programs and health centers. Authors also outline key steps and resources for integrating MIECHV programs and health centers. NNCC is a HRSA-funded National Training and Technical Assistance Partner (NTTAP).
CMS Pausing Requirement that Good Faith Estimates include Co-Provider Charges in 2023 The No Surprises Act required that all providers give Good Faith Estimates (GFE) to uninsured and self-pay patients as of January 1, 2022. The next phase of GFE implementation requires that GFEs for uninsured and self-pay patients include expected charges from co-providers or co-facilities that are part of an episode of care for a patient coordinated by a health center. However, CMS is pausing enforcement of this requirement based on comments it received during the rulemaking process indicating that compliance with this provision is likely not possible by Sunday, January 1, 2023.
CDC Study Confirms Reduced Risk of Mpox after Vaccination Among JYNNEOS vaccine-eligible men ages 18-49 years in 43 U.S. jurisdictions, mpox incidence among unvaccinated persons was 9.6 times as high as that among persons who had received two vaccine doses and 7.4 times as high as that among persons who had received only the first dose. THIS FRIDAY: Upcoming Changes for Health Center COVID-19 Survey Beginning with the December 16 Health Center COVID-19 Survey, we are adding another follow-up to the question about whether your health center used mobile vans or hosted vaccination clinics. In addition to asking how many clinics you hosted, we’ll ask how many were hosted in collaboration with a community- or faith-based organization. We will update the Survey User Guide to include this new question by noon on Friday, December 16.
The December 30 survey will have a schedule change: You will have one additional day to respond. Your responses will be due by 11:59 p.m. your local time on Wednesday, January 4, 2023.

CDC Updates Guidance on COVID-19 Vaccines for Children Under 5 On Friday, December 9, CDC recommended the use of updated (bivalent) COVID-19 vaccines for children under 5. See last week’s bulletin for information about CDC’s related Clinician Outreach and Communication Activity (COCA) call this afternoon.
CDC has updated their Use of COVID-19 Vaccines in the United States website, including updating the Special Situations for COVID-19 Vaccination of Children and Adolescents: Age Transitions and Interchangeability (PDF).
TOMORROW: Winter 2022-23 Update: Respiratory Disease Prevention The National Center for Health in Public Housing (NCHPH), in collaboration with HUD, hosts this webinar on addressing COVID-19, flu, and respiratory syncytial virus (RSV) through treatment, prevention, and partnerships between health centers, public housing agencies, and other community-based organizations. This webinar will feature speakers from CDC, the Administration for Children and Families, HUD, a health center, and a public housing agency. They’ll address challenges and share resources and promising practices for addressing current outbreaks and preparing for the next emergency.

Anxiety and Depression: Screening and Intervention within an Integrated Care Setting Depression and anxiety disorders are among the most common illnesses in primary care. This webinar will discuss the prevalence of anxiety and major depressive disorder in the United States with respect to gender, ethnicity, and age, review recent recommendations regarding anxiety screening, identify comorbidities associated with anxiety and major depression, orient participants to the PHQ-9 and GAD-7, and identify intervention strategies within an integrated care setting.

The first opportunity is for rural communities, the second for urban.

Apply by Friday: Public Health Leadership Academy The National Association of County and City Health Officials’ (NACCHO) 2023 Adaptive Leadership Academy is geared toward helping leaders identify and deal with consequential change in uncertain times. It meets the unique needs of local governmental public health and health care leaders by combining several leadership theories in an action-oriented, cohort-based curriculum.
This seven-month long virtual program will kick off in January. Eligible participants are executive-level leaders. NACCHO will select 20 participants from the field of applicants.

AmeriCorps and CDC Seek Proposals to Grow Nation's Public Health Workforce AmeriCorps announced the next round of funding for the Public Health AmeriCorps program. The program is a groundbreaking initiative made possible through partnership between CDC and AmeriCorps and is funded by the American Rescue Plan.
Organizations across the country interested in hosting one or more Public Health AmeriCorps members may apply for the 2023 Public Health AmeriCorps funding opportunity. Public Health AmeriCorps members will provide support to recipient organizations and become a valuable part of our nation’s public health workforce.
Nurse-Led Health Care and Health Centers NNCC has developed an issue brief discussing opportunities for health centers to optimize recent increases in the nurse practitioner workforce across health centers. The brief provides a comprehensive overview of nurse-managed health centers and highlights the role of nurse-led care on improved provision of primary care.
Patient-Centered Climate Resilience Learning Collaborative The National Association of Community Health Centers (NACHC) is partnering with Harvard’s Center for Climate, Health, and the Global Environment and the Migrant Clinicians Network on this opportunity. They invite health centers to co-design clinical interventions based on a “patient-centered climate resilience” concept developed by Harvard in collaboration with Americares. Health Centers and Patient Violence Prevention Learn about the intersection of intimate partner violence (IPV) and human trafficking (HT) and exploitation. Speakers will discuss how these factors impact patient health. They’ll describe the evidence-based intervention “CUES” (Confidentiality, Universal Education, Empowerment, and Support) – what it is and how to implement it at a health center. Finally, they’ll share strategies for partnering with domestic violence and sexual assault advocacy programs to reduce IPV and HT among populations, including agricultural workers.
