2022 UDS Manual

Now Available: 2022 Uniform Data System Manual
The 2022 Uniform Data System (UDS) Manual provides health centers with detailed reporting instructions and example data tables that support calendar year 2022 UDS reporting. 2022 UDS reports are due by February 15, 2023.

Changes for 2022 UDS reporting, as outlined in the 2022 UDS Program Assistance Letter (PAL), include:

  • The addition of long COVID as a diagnostic measure on Table 6A.

  • An update in methodology for using patient chart sampling to report clinical quality measures on Tables 6B and 7.

  • Updates to Appendix D: Health Information Technology Capabilities Form, including a new measure that asks health centers to report the total number of patients screened for social risk factors.

Access the manual, PAL, and other materials on the new UDS Training and Technical Assistance microsite—a central, user-friendly hub for health centers to access UDS reporting resources. For other UDS-specific questions, contact UDSHelp330@BPHCDATA.NET.

Join us to learn about UDS reporting requirements for 2022.

UDS+

Fiscal Year 2022 American Rescue Plan UDS+ Funding
Last week, HRSA announced the availability of nearly $90 million in American Rescue Plan (ARP) funding to support new data-driven efforts for HRSA-supported health centers to identify and reduce health disparities. Read the press release.

HRSA’s modernized data collection and reporting initiative, called UDS Patient-Level Submission (UDS+), is designed to collect more and better data on social determinants of health (SDOH), while also streamlining and improving data quality reporting for health centers. This effort will enable health centers to tailor their efforts to improve health outcomes and advance health equity, more precisely targeting the needs of specific communities or patients.

Applications are due in HRSA's Electronic Handbooks (EHBs) by 5:00 p.m. ET on Monday, May 23.

Visit the ARP-UDS+ technical assistance (TA) webpage for the notice of funding opportunity and other resources. Access the list of eligible HRSA-funded health centers and Health Center Program look-alikes.

Does your Health Center Have a February 1 Start Date? Review Your Patient Target
We recently updated patient targets for Health Center Program award recipients with a February 1 budget period start date. On Thursday, April 21, we sent an email message to the Authorizing Officials and Project Directors of these health centers, which indicated whether the health center would complete a fiscal year (FY) 2023 Service Area Competition (SAC) or Budget Period Progress Report. The email also included a direct link to the updated patient target. Health centers that will complete an FY 2023 SAC for awards starting February 1, 2023, should review their patient target and take appropriate action in EHBs by Thursday, May 5.

View the Patient Target Quick Reference Guide on the SAC TA webpage to learn how to access your patient target in EHBs.

Submit questions using the BPHC Contact Form (select “Patient Targets” under the Health Center Program heading).

TODAY: FHIR 101: Opportunities to Improve Interoperability across Health Centers
Fast Healthcare Interoperability Resources (FHIR) is a Health Level 7 International (HL7) standard for electronic health care data exchange. It provides a standard way to express and share information across health centers, providers, and related organizations independent of how local electronic health records (EHRs) display or store data.

For UDS+ reporting and other information exchange needs, health centers, Primary Care Associations, and Health Center Controlled Networks will want to be familiar with the basics of the HL7 FHIR standard.

TODAY, the Health Information Technology, Evaluation, and Quality (HITEQ) Center will host a webinar discussing what FHIR is, what it does, how it impacts your EHR, and what it might mean to your health center and patients.

COVID-19

Partnering with HRSA’s Maternal, Infant, and Early Childhood Home Visiting Program Award Recipients
HRSA’s Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program supports pregnant people and parents with young children who live in communities that face greater risks and barriers to achieving positive maternal and child health outcomes. HRSA recently sent a bulletin to MIECHV award recipients to make them aware of the HRSA Health Center COVID-19 N95 Mask Program and the HRSA COVID-19 Testing Supply Program. The bulletin encourages MIECHV award recipients to establish or build on relationships with participating health centers. This will allow them to access masks and at-home self-tests so they can, in turn, distribute these supplies to the families they serve.

We Can Do This Summit: Conversations on Encouraging COVID-19 Vaccinations
Last week, the White House and HHS led a summit on encouraging COVID-19 vaccination, which remains a critical effort. Watch the recording to hear from medical professionals, parents, and community leaders. The focus is on encouraging vaccination among pregnant people, children, teens, and young adults. The We Can Do This website includes resources you can use to address misconceptions and educate patients about vaccination.

Hospitalizations of Children Ages 5-11 Years with Laboratory-Confirmed COVID-19
A new CDC report underscores the importance of vaccinating children ages 5-11. During Omicron, COVID-19-associated hospitalization rates for unvaccinated children in this age range were approximately twice as high as among vaccinated children. The study found that non-Hispanic Black children represented the largest group of unvaccinated children.

The COVID-19 Pandemic and the Health Center Workforce: Challenges and Solutions
Throughout the pandemic, health centers and their workforces have been on the front lines, mobilizing resources to ensure access to care for the patients and communities they serve. With increasing demand for health care services, health centers indicate a critical shortage of staff due to burnout, stress, and more. Join a Facebook Live discussion led by The National Center for Health in Public Housing (NCHPH) to discuss workforce challenges and how to navigate these challenges.

CDC recently published a statement about masking in public transportation. Here’s an important excerpt: “It is CDC’s continuing assessment that at this time an order requiring masking in the indoor transportation corridor remains necessary for the public health.” As a reminder, your health center may obtain masks for distribution in your community through the HRSA Health Center COVID-19 N95 Mask Program.
